Requirements
  • The candidate must have 10+ years of experience in Human Resources Management and Administration.

Responsibilities
  • Conduct organizational reviews and assessments of Federal Agency HR function to evaluate and make recommendations on transactional HR activities.
  • Evaluate the quality, efficiency and effectiveness of current HR transactional activities as they relate to client needs and expectations both now and in the future.
  • Define and recommend the appropriate scope and nature of HR services and programs to be offered based on leadership’s needs and expectations of the HR function.
  • Determine the appropriate strategic role that the federal agency expects HR to perform.
  • Assess how effectively HR is using its existing technology and propose additional technology enhancements.
  • Recommend changes in organizational structure, reporting relationships, functional alignment, roles and distribution of work for the Federal Agency’s HR function.
  • Recommend staffing levels and mix of positions to support HR’s current and future workload.
  • Propose metrics to measure the effectiveness of the study recommendations if adopted.
