  • A minimum of 18 years of professional experience, including at least 12 years of progressive manufacturing operations leadership experience and at least five years in the aerospace and defense industry.
  • Subject matter expertise in Lean Manufacturing (TPS-based principles), Six Sigma, and event-based improvement methodologies such as Kaizen and Rapid Improvement Events; Black Belt or Master Black Belt certification is required.
  • Experience designing and deploying an enterprise-level Manufacturing Excellence or continuous improvement framework across multiple manufacturing sites, rather than only executing single-site improvement projects.
  • Knowledge of modern manufacturing technology concepts, including smart factory/Industry 4.0, MES/MOM platforms, digital twins, and applied AI/ML for manufacturing, with a record of scaling pilots into production use.
  • Experience in a regulated aerospace and defense manufacturing environment governed by AS9100, ITAR, and/or NADCAP processes.
  • A Bachelor's degree in Engineering, Operations, Industrial/Manufacturing Engineering, or a related field is required.
  • Ability to lead through ambiguity and urgency and personally engage on the production floor during a critical program or quality event.
  • Executive-level presence and communication and presentation skills.
Responsibilities
  • Own the end-to-end design and rollout of the CACI Manufacturing Excellence framework, including its maturity model, governance cadence, site assessment methodology, and certification and recognition structure.
  • Establish standard work, deployment playbooks, and training curricula so the framework can be repeated and sustained across sites with varying sizes, product mixes, and maturity levels.
  • Define and track leading and lagging manufacturing and supply chain metrics and report progress to the executive team as required.
  • Build the internal coaching and Lean/Six Sigma belt certification pipeline needed to sustain the framework beyond its initial rollout.
  • Own the manufacturing technology roadmap and identify and prioritize smart factory investments, including IIoT-connected equipment, MES/MOM platforms, digital work instructions, and shop-floor data infrastructure, that advance Manufacturing Excellence and quality objectives.
  • Champion AI and machine learning applications for manufacturing, including predictive maintenance, automated defect/anomaly detection, adaptive process control, and demand-driven scheduling.
  • Guide deployment of advanced Manufacturing Engineering capabilities, including digital twins, model-based definition/model-based enterprise practices, and simulation-driven process design.
  • Evaluate and pilot automation and robotics solutions, including collaborative robots, automated material handling, and vision-based inspection, where they measurably improve throughput, quality, or labor utilization.
  • Build the digital thread linking engineering, planning, and shop-floor execution data so technology investments reinforce the Manufacturing Excellence framework rather than operate as disconnected pilots.
  • Assess technology maturity and adoption readiness at each site and sequence investments against the Manufacturing Excellence maturity model so digital capability scales alongside process discipline.
  • Serve as the enterprise subject matter expert on Lean Manufacturing and Six Sigma (DMAIC/DMADV), setting standards for tool selection, project selection, and statistical rigor.
  • Lead and institutionalize an event-based improvement cadence, including Kaizen events and Rapid Improvement Events, tied to site-level performance gaps and technology-enabled improvement opportunities.
  • Mentor and develop Green Belt, Black Belt, and Master Black Belt talent and build internal bench strength to reduce reliance on outside consultants over time.
  • Serve as a senior escalation point for urgent manufacturing business needs, including production disruptions, quality escapes, capacity shortfalls, or program-jeopardy situations; personally engage or deploy a dedicated rapid-response team as needed.
  • Establish and lead structured problem-solving, such as 8D and containment/root cause/corrective action, for critical issues, ensuring disciplined closure and prevention of recurrence.
  • Maintain a flexible, on-call posture for the Manufacturing Excellence team so surge support can be redirected to the highest-risk site or program on short notice.
  • Build and lead a high-performing Manufacturing Excellence organization, including Lean/Six Sigma practitioners and event facilitators embedded at or supporting each major site.
  • Represent manufacturing excellence priorities in engineering, program management, and product development forums, ensuring manufacturability, producibility, and continuous improvement are considered upstream in NPI and design decisions.
  • Partner with Quality, Supply Chain, EH&S, and Site Operations leadership to align improvement priorities and avoid duplicated or conflicting initiatives.
  • Present CME framework maturity, manufacturing technology adoption progress, and critical issue status to executive leadership and, as needed, customers or Government program offices.
Desired Qualifications
  • Experience with MRL/TRL-based producibility assessments and early integration of manufacturing input into NPI gate reviews.
  • Familiarity with EVM and its interaction with manufacturing cost and schedule performance on aerospace and defense programs.
  • Prior experience building or scaling an internal Lean/Six Sigma belt certification and coaching program.
  • Working knowledge of organizational design and benchmarking approaches for manufacturing excellence functions relative to industry peers.
  • Hands-on exposure to advanced Manufacturing Engineering tools, automation/robotics deployment, or model-based enterprise practices.
  • An MBA or advanced technical degree is preferred.

CACI shares jump 17% after Q2 revenue hits $2.71B, topping defence contractors

US defence contractor CACI International reported revenues of $2.71 billion for Q2, up 17.6% year on year and exceeding analyst expectations by 0.7%. The company also beat EBITDA estimates and its full-year EPS guidance surpassed analyst expectations. The stock has risen 17.2% since the earnings report and currently trades at $607.03. Defence contractors as a group had a strong quarter, with the 14 tracked companies beating revenue consensus estimates by 4% on average. However, the sector has seen share prices decline 4.4% on average since reporting. Geopolitical tensions, including Russia's invasion of Ukraine and China's aggression towards Taiwan, continue to highlight the importance of defence spending, though demand can fluctuate with defence budgets and political administrations.

By Nick Wakeman , Editor-in-Chief, Washington Technology August 21, 2026 12:47 PM ET A new facility covering 61,000 square feet is the latest step in a years-long shift from services to technology. CACI International is building out real manufacturing muscle as works to apply years of investments to transform itself from a services company to a technology-drive government contractor. That shift has been in the works for several years and the latest step is the opening of a manufacturing center in the Rochester, New York, that will focus on defense electronics. The new 61,000-square-foot facility increases CACI's manufacturing footprint by 300%, the company said. CACI has been investing in manufacturing capabilities since at least 2019, when it acquired LGS Innovations and Mastodon Design to add signal intelligence, electronic warfare and cyber products. The acquisitions provided CACI many of its earliest manufacturing capabilities. In 2024, CACI acquired Azure Summit and that added a facility in Melbourne, Florida for radio frequency and electromagnetic-spectrum hardware. CACI's late 2025 acquisition of Arka Group also added a Danbury, Connecticut hub that produces electro-optical and infrared sensors for satellites. Earlier this year, CACI hired Chris Monoski for the newly-created role of executive vice president of manufacturing. This indicates that CACI sees manufacturing as core to the business model. "Years ago, we invested in software-defined innovation because we knew the character of modern warfare was changing. Today, those investments are being transformed into advanced electronic warfare capabilities right here in Rochester," CACI President and CEO John Mengucci said. CACI's investment in the Rochester facility further emphasizes the criticality of manufacturing for the company. "As we expand our manufacturing capacity nationwide, we intentionally chose Rochester because of its exceptional talent, world-class capabilities, and longstanding community partnerships," Monoski said. "This facility reflects our long-term commitment to the region and positions us to deliver advanced capabilities faster, at greater scale, and with the quality our customers depend on." The facility will support production, delivery, training, customer acceptance testing and onsite storage for CACI's Terrestrial Layer System Brigade Combat Team Manpack (TLS BCT Manpack) program with the Army. The facility also has room for expansion that CACI can use to produce more software-defined electronic warfare capabilities at scale, the company said. "Demand for advanced electronic warfare technology is surging, and Rochester gives us the capacity to deliver for our customers today while preparing for tomorrow," said Tom Kirkland, CACI executive vice president of electronic warfare.

The facility is intended to support production, delivery, training, customer acceptance testing and onsite storage for CACI's Terrestrial Layer System Brigade Combat Team Manpack, or TLS BCT Manpack, program with the U.S. Army. TLS BCT Manpack is CACI's electronic warfare technology for dismounted soldiers, designed to support operations in the electromagnetic battlespace. The company said the center provides room for expansion to produce additional software-defined electronic warfare capabilities at scale. The facility's work supports dozens of manufacturing and fabrication small business suppliers across upstate New York. What did CACI officials say about the New center? CACI President and CEO John Mengucci said the opening reflects the company's long-term commitment to Rochester and its ability to deliver technologies customers need in contested environments. "Years ago, we invested in software-defined innovation because we knew the character of modern warfare was changing," added Mengucci, a 2026 Wash100 Award winner. "Today, those investments are being transformed into advanced electronic warfare capabilities right here in Rochester. As we continue to grow, we're creating high-skilled engineering and manufacturing jobs, investing in local talent and strengthening the capabilities that protect America." Chris Monoski, CACI's executive vice president of manufacturing, said the company chose Rochester for its talent, capabilities and community partnerships. "This facility reflects our long-term commitment to the region and positions us to deliver advanced capabilities faster, at greater scale, and with the quality our customers depend on," Monoski added. Tom Kirkland, EVP of electronic warfare at CACI, said demand for electronic warfare technology continues to grow and that the Rochester facility increases the company's capacity to meet it. Our adversaries never pause, neither can we," Kirkland noted. What other contracts & deals has CACI secured? CACI's Rochester expansion comes on the heels of its $2.6 billion acquisition of ARKA Group, which added space and ground capabilities to the company's portfolio. The company has also grown its Army footprint, securing a $287 million contract to support IPPS-A modernization and a $250 million task order for spectrum dominance efforts.
