Requirements
  • A Bachelor's degree or equivalent professional experience is required.
  • An ACMP Certified Change Management Professional certification or demonstrable experience applying the ACMP Standard for Change Management as the primary methodology is required.
  • At least 5 years of hands-on organizational change management delivery experience owning both strategy and execution, grounded in business process analysis and operational impact identification, is required.

Responsibilities
  • Work with business analysts, or independently when no business analyst is assigned, to analyze future-state business processes, including process flows, roles, systems, and decisions.
  • Conduct detailed change impact analysis by mapping current-state processes against future-state designs at the role level.
  • Identify impacts to policies, procedures, standard operating procedures, job descriptions, and work instructions that must be updated or rewritten.
  • Identify and help navigate implications involving union agreements, collective bargaining provisions, and labor relations.
  • Perform business process reengineering when business analysts are not present by mapping current state, designing future state, conducting gap analysis, and building process documentation.
  • Develop impact registers connecting process changes to stakeholder groups, policies, training needs, communication requirements, and adoption risks.
  • Design and build OCM strategies and plans grounded in the ACMP Standard for Change Management.
  • Develop targeted readiness plans for impacted stakeholder groups.
  • Build change management functions from scratch by establishing governance, methodology, work streams, and deliverable cadence.
  • Assess organizational readiness through process walkthroughs, role-based impact workshops, and operational scenario testing.
  • Develop transition and cutover plans covering parallel operations, fallback procedures, and day-one support.
  • Lead or support the rewriting of policies, procedures, standard operating procedures, and work instructions for future-state processes.
  • Design and develop role-based training and knowledge transfer activities tied to future-state process execution.
  • Develop job aids, quick reference guides, and operational support materials.
  • Build and deliver communications explaining changes, their purpose, role-specific effects, and available support.
  • Use artificial intelligence tools to analyze process documentation, interview transcripts, and organizational data to identify impact patterns, policy implications, and readiness gaps.
  • Use artificial intelligence to accelerate and refine impact assessments, readiness plans, procedure rewrites, communications, and training content.
  • Apply artificial intelligence to cross-reference process changes against policies, union agreements, and regulatory requirements and surface compliance risks and downstream impacts.
  • Use artificial intelligence to pressure-test change strategies, model adoption scenarios, and identify blind spots.
  • Evaluate and adopt emerging artificial intelligence tools and techniques and share innovations with the team.
  • Engage customers, sponsors, executives, project teams, vendors, and external stakeholders through trusted relationships, coaching, and advisory support.
  • Advise leaders and project teams on the organizational implications of business process and system changes.
  • Facilitate impact workshops, process walkthrough sessions, and readiness assessments with impacted staff and leadership.
  • Coach client-side staff to build internal OCM and BPR capability.
  • Present and report OCM progress, adoption metrics, and delivered value.
  • Produce detailed change impact assessments tied to future-state processes, roles, and stakeholder groups.
  • Produce impact registers mapping process changes to policies, procedures, union provisions, training needs, and communication requirements.
  • Produce current-state and future-state business process documentation when performing BPR work directly.
  • Produce gap analyses identifying process, policy, role, and system changes needed for the future state.
  • Produce stakeholder-specific readiness plans with targeted interventions.
  • Produce revised or newly created policies, procedures, standard operating procedures, and work instructions.
  • Produce role-based training materials, job aids, and quick reference guides.
  • Produce transition and cutover plans.
  • Produce targeted communications grounded in process impacts.
  • Produce OCM strategies and plans grounded in the ACMP Standard, using Prosci and ADKAR as supplemental tools where appropriate.
  • Produce adoption and sustainment metrics and reporting.
Desired Qualifications
  • Prosci Change Management Certification is valued as a supplemental credential.
  • A Master's degree is preferred.
  • At least 5 years of consulting experience with client-facing delivery is preferred.
  • Formal business analysis experience, including process flow development, requirements documentation, and gap analysis, is preferred.
  • Consulting experience with public sector clients is preferred.
  • State of Washington engagement experience, especially with statewide transformation programs, is preferred.
  • Experience navigating union and labor relations impacts in public sector change delivery is preferred.
  • Instructional design, curriculum design, or content/course development experience is preferred.
  • Commercial off-the-shelf or enterprise resource planning implementation experience is preferred.
  • Experience building custom artificial intelligence workflows or analytical pipelines that improved OCM or BPR delivery is preferred.
  • Familiarity with artificial intelligence-powered process analysis, sentiment analysis, or survey analysis tools applied in an organizational context is preferred.
