Requirements
  • A bachelor's degree.
  • At least 7 years of project or program management experience, including at least 3 years managing training, workforce development, or cybersecurity awareness programs for federal clients.
  • A track record of delivering large, multi-session training programs on schedule, with enrollment, attendance, and completion tracking.
  • Experience working with learning management systems and SCORM-based e-learning.
  • Strong written communication and stakeholder management skills with both technical and non-technical audiences.
  • U.S. citizenship is required.
  • Ability to obtain and maintain NIH suitability and a PIV credential.
Responsibilities
  • Plan, schedule, and manage the training program against its milestones, including 12 professional cohorts, 18 role-based track sessions, 24 general workforce sessions, 4 leadership briefings, 2 e-learning modules, and 6 micro-learning videos.
  • Lead training needs and audience analysis, including stakeholder interviews and a skills survey, and produce the Training Plan and Curriculum.
  • Run Institute and Center outreach, enrollment campaigns, and scheduling across NIH, working with Institute and Center points of contact to fill each session.
  • Manage registration, reminders, rosters, attendance reconciliation, and certificates of completion; deliver completion records within three business days of each session.
  • Coordinate with the NIH-designated training platform on SCORM uploads, completion tracking, and reporting.
  • Run training evaluation, including participant reaction, pre- and post-course knowledge checks, and a 90-day follow-up survey; produce the Monthly Training Status Report, the 90-Day Training Effectiveness Report, and the Final Training Summary Report.
  • Manage quality control and Government review cycles, including comment-disposition matrices, Section 508 conformance, and version control on NIH repositories.
  • Manage a three-person training team and serve as the day-to-day contact with the COR for the training effort.
Desired Qualifications
  • A PMP, PgMP, or ATD Certified Professional in Talent Development (CPTD) certification.
  • Experience at HHS or another federal health agency, such as NIH, CDC, CMS, or FDA.
  • Familiarity with Zero Trust concepts, including NIST SP 800-207 and the CISA Zero Trust Maturity Model, and federal cybersecurity training requirements.
  • Knowledge of Section 508 accessibility requirements.
  • CompTIA Security+ or a similar foundational security certification.
  • An existing Tier 2 (Moderate Risk Public Trust) or higher investigation that is eligible for reciprocity.
