Requirements
  • A Bachelor's degree in Supply Chain Management, Business, Finance, Engineering, Operations, Economics, or a related discipline with 8+ years of relevant experience, or a Master's degree, Master of Business Administration, or Juris Doctor with 6+ years of relevant experience, or an equivalent combination of education and experience.
  • Demonstrated experience developing cost estimates, pricing analyses, or supplier/subcontractor cost inputs for complex products, systems, services, or programs.
  • Demonstrated experience working with U.S. Government or Department of Defense solicitations, proposals, or contracts.
  • Strong understanding of Supply Chain, procurement, subcontracting, sourcing, material management, and cost-estimating principles.
  • Strong analytical and quantitative skills, including the ability to analyze large amounts of technical, financial, supplier, and historical cost data.
  • Demonstrated ability to develop and defend cost-estimating methodologies, assumptions, and Bases of Estimate.
  • Strong understanding of Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement requirements and their application to U.S. Government contracting and Supply Chain activities as a U.S. Department of Defense contractor.
  • Ability to interpret complex solicitation requirements and translate them into actionable Supply Chain and cost-estimating requirements.
  • Strong knowledge of Microsoft Excel, including the ability to develop sophisticated cost models, perform data analysis, and manipulate large datasets.
  • Proficiency with Microsoft Word, PowerPoint, and Outlook.
  • Effective written and verbal communication skills, including the ability to communicate complex financial, contractual, technical, and Supply Chain information to technical and non-technical audiences.

Responsibilities
  • Independently lead the Supply Chain contribution to complex U.S. Government and Department of Defense proposals involving the design, engineering, production, implementation, deployment, sustainment, and lifecycle support of complex products and solutions.
  • Serve as the primary Supply Chain point of contact for assigned proposal efforts, coordinating activities and ensuring inputs are developed, reviewed, documented, and delivered according to proposal schedules and requirements.
  • Review and analyze U.S. Government solicitations, Statements of Work, Performance Work Statements, Contract Data Requirements Lists, technical requirements, Contract Line Item Numbers, Section L requirements, Section M requirements, and other solicitation documents to identify Supply Chain requirements and cost drivers.
  • Translate solicitation requirements into material, subcontract, supplier, logistics, and other Supply Chain cost requirements and establish an approach for developing proposal estimates.
  • Develop comprehensive material and subcontract cost estimates, including direct material, supplier-provided equipment, services, subcontractor costs, escalation, freight, logistics, and other applicable Supply Chain costs.
  • Develop and maintain Bases of Estimate and supporting documentation identifying the source, methodology, assumptions, rationale, and traceability of proposed costs.
  • Analyze and reconcile Bills of Material, material requirements, engineering estimates, technical data, and supplier inputs to ensure proposed material costs are complete and aligned with the technical solution.
  • Lead the Buyer team in soliciting suppliers and subcontractors for quotations and proposals, including developing requests for quotation, evaluating supplier responses, identifying pricing discrepancies, and assessing supplier assumptions and exclusions.
  • Research and analyze historical procurement data, prior proposals, purchase orders, supplier quotations, actual costs, market data, and other relevant sources to develop defensible cost estimates.
  • Develop and maintain cost-estimating models, pricing tools, databases, and analytical methodologies to support proposal development and improve future estimating activities.
  • Identify and evaluate cost, schedule, technical, supplier, and contractual risks affecting the proposed Supply Chain solution or pricing, and develop estimating assumptions, contingencies, or risk mitigation strategies.
  • Evaluate supplier and subcontractor inputs for compliance with solicitation, technical, commercial, contractual, and proposal requirements.
  • Apply and interpret applicable Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement requirements and assess their impact on Supply Chain strategy, supplier and subcontractor requirements, cost estimates, and proposal compliance.
  • Coordinate with Contracts and other functional organizations to ensure prime contract and flow-down requirements are considered in supplier and subcontractor cost estimates.
  • Partner with Engineering, Operations, Finance, Program Management, Business Development, Contracts, and Proposal Center personnel to develop an integrated proposal solution.
  • Represent Supply Chain in proposal reviews, pricing reviews, color-team reviews, solution reviews, and meetings with Business Development and Proposal Center leadership.
  • Provide recommendations to Supply Chain and cross-functional proposal leadership regarding cost strategy, supplier strategy, sourcing approach, estimating methodology, cost risks, and proposal assumptions.
  • Lead cross-functional resolution of proposal issues and discrepancies involving technical requirements, Bills of Material, supplier quotations, program assumptions, and cost estimates.
  • Ensure Supply Chain proposal inputs are accurate, complete, traceable, supported, and submitted according to proposal schedules and internal review requirements.
  • Maintain documentation and audit trails supporting significant estimating assumptions, supplier quotations, historical cost information, cost analysis, and other proposal inputs.
  • Support customer and Government audit activities, cost/price analysis inquiries, and audit responses related to proposal estimates, supplier costs, and Supply Chain inputs.
  • Develop and present cost summaries, pricing analyses, estimating assumptions, risk assessments, and briefings to Supply Chain and cross-functional leadership.
  • Identify opportunities to improve proposal estimating processes, tools, data quality, supplier engagement, cost analysis methodologies, and Supply Chain proposal performance.
  • Collaborate with stakeholders across Saab's U.S. business areas and international or interdivisional affiliates to obtain technical, commercial, supplier, and cost information for proposal development.
  • Exercise professional accountability and independent judgment for the quality, accuracy, completeness, and defensibility of assigned proposal work products.
  • Perform other assigned duties supporting Supply Chain and business development objectives.
  • Travel domestically and internationally, including to Saab locations and Sweden, as required, with anticipated travel of up to 10%.
Desired Qualifications
  • Direct experience supporting Department of Defense major system, platform, technology, or sustainment proposals.
  • Experience developing Should-Cost, Should-Pay, Independent Government Cost Estimate, or other cost-estimating methodologies.
  • Experience evaluating supplier and subcontractor proposals in accordance with Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, and Government contracting requirements.
  • Experience with Certified Cost or Pricing Data, Truthful Cost or Pricing Data, cost or pricing data requirements, and price/cost analysis.
  • Experience supporting Defense Contract Audit Agency, Defense Contract Management Agency, or other Government audit or review activities.
  • Experience analyzing Bills of Material, engineering estimates, material requirements, manufacturing requirements, and technical specifications to develop cost estimates.
  • Experience with supplier negotiations, sourcing strategy, subcontractor management, and supplier risk assessment.
  • Experience with enterprise resource planning, procurement, Supply Chain, or financial systems and extracting and analyzing historical procurement and cost data.
  • Experience with cost escalation, inflationary analysis, learning curves, labor and material indices, and other cost-estimating techniques.
  • Experience developing and implementing cost-estimating tools, templates, processes, and standard methodologies.
  • Experience with risk management and quantitative assessment of cost and schedule risks.
  • Experience working in a Contractor Purchasing System Review-covered or similarly regulated Government contracting environment.
  • Professional certification such as Certified Professional Contracts Manager, Certified Federal Contracts Manager, Certified Professional in Supply Management, Project Management Professional, or another relevant professional certification.

Saab AB hits record $30.5B order backlog with 30% organic growth and 11% EBIT margin

Saab AB reported record results in Q2 2026, with an order backlog reaching SEK318 billion and order intake exceeding SEK68 billion, driven by major contracts including a SEK47 billion submarine deal with Poland and Gripen fighter contracts with Ukraine. The Swedish defence company achieved nearly 30% organic growth. EBIT margin improved to 11%, representing a 41% quarterly increase, whilst gross margin expanded by more than one percentage point year-on-year. Cash flow turned positive at SEK1 billion for the first half, compared to minus SEK1.1 billion the previous year. The company increased R&D investment by SEK700 million and maintained its BBB+ credit rating from S&P. Saab has been hiring approximately 3,000 employees annually to scale production capacity. However, the Naval division recorded a SEK200 million write-down after failing to secure the Swedish frigate programme.

Saab Q2 net income rises 41% to $224M on higher sales and operating earnings

Swedish defence company Saab reported higher second-quarter earnings on Friday, driven by stronger operating profit and increased sales. Net income at the fighter jet maker rose to 2.17 billion Swedish kronor ($224 million) from 1.54 billion kronor a year earlier. Earnings per share increased to 3.96 kronor from 2.83 kronor. EBITDA climbed to 3.77 billion kronor from 2.83 billion kronor in the prior-year period. Operating income rose to 2.79 billion kronor from 1.98 billion kronor. Sales increased to 25.45 billion kronor from 19.79 billion kronor in the second quarter of last year.

Last Saab factory cars sell for over $95K at Trollhättan auction

Seven cars from the defunct Saab factory in Trollhättan, Sweden, have sold for a combined 1.035 million kronor (approximately €90,000) at auction through Klaravik. The collection included three Saab vehicles and four Nevs electric cars. A 2018 Nevs electric car fetched the highest price at 252,000 kronor, whilst the three final Saab pre-production cars sold for between 142,000 and 177,000 kronor. All vehicles were purchased by Swedish private individuals or companies. The auction attracted international attention, with coverage in 47 countries and hundreds of Saab enthusiasts gathering in Trollhättan for a ceremonial event, including visitors from the United States and across Europe. All but one car achieved six-figure sale prices.

Canada chooses Saab-Bombardier surveillance planes over US options for Arctic defence

Canada will purchase early warning radar planes from Sweden's Saab and Canada's Bombardier, Prime Minister Mark Carney announced Wednesday, choosing the option over two American alternatives from Boeing and L3Harris. The government is negotiating to acquire Saab's Airborne Early Warning & Control Aircraft, built on Bombardier's Global 6500 platform with 20% US content. The decision aligns with Carney's strategy to diversify military spending away from the United States, with a cap ensuring no more than 70 cents of every defence dollar goes to America. Canada joined a major EU defence fund last year and is seeking six radar aircraft capable of detecting threats across the Arctic. Canada is also reviewing its planned purchase of US F-35 fighter jets, exploring alternatives including Saab's Gripen, which would be assembled in Canada.
