Requirements
  • Sufficient expertise in organic production or handling techniques, including knowledge of certification to United States Department of Agriculture organic standards and evidence of education, training, or professional experience in agriculture, science, or organic production and handling related to the assigned duties.
  • Knowledge, skills, and experience required to perform certification reviews of operations within the assigned scope and complexity and evaluate compliance with applicable United States Department of Agriculture National Organic Program regulations.
  • A Bachelor of Science degree, or five years of working knowledge and experience with United States Department of Agriculture National Organic Program standards and regulations.
  • Meets all qualifications listed in the Certification Specialist and Final Reviewer job descriptions.
  • Ability to communicate complex and technical concepts clearly.
  • Comfort using a computer for multiple hours at a time.
  • Competency in word processing, formatting, databases, and email applications, including Microsoft Outlook, Word, and Excel.
  • Ability to organize, monitor, and track numerous activities throughout the year.
  • Must complete initial basic training on policies, forms, files, and the web system before formal authorization.
  • Must complete a monitored training period as needed to demonstrate competence.
  • Certification review personnel must continuously maintain adequate knowledge and skills in current United States Department of Agriculture organic standards, certification and compliance processes, traceability audits, mass-balance audits, and practices applicable to the assigned type, volume, and range of review activities.
  • Certification review personnel with less than one year of certification review experience must complete at least 50 hours of training within their first year performing certification review.
  • Certification review personnel with one or more years of certification review experience must annually complete at least 10 hours of training when conducting certification review related to one area of operation, plus an additional 5 hours for each additional area of operation.
Responsibilities
  • Complete intake of complaints and investigation requests from the National Organic Program, California Department of Food and Agriculture, identified third parties, and anonymous third parties.
  • Review complaint and investigation request submissions in their entirety, including sampling results, inspection reports, and supporting documents for the allegations made.
  • Process complaints and investigation requests in accordance with Organic Certifiers' Complaints and Investigation Requests Policy and Procedure, including developing the investigative plan.
  • Conduct investigations of complaints and investigation requests in accordance with the determined investigative plan.
  • Maintain and track complaints and investigation requests, including activity timelines and due dates.
  • Prepare investigation reports in accordance with Organic Certifiers' policies and procedures.
  • Prepare requests for information, notices of noncompliance, and proposed adverse actions, and submit them to the Senior Compliance Coordinator for review and approval before issuance.
  • Communicate with appropriate staff and personnel regarding activities, findings, and conclusions.
  • Attend department update meetings and review notifications of industry updates.
  • Attend the annual Organic Certifiers training seminar.
