MTA awards $19.7 million design contract for Hudson Line flood protections. * September 24, 2026 4:05 AM * Staff Report The Metropolitan Transportation Authority has awarded a $19.7 million design contract for work intended to protect a vulnerable stretch of Metro-North's Hudson Line from flooding, runoff and mudslides. The planned improvements would cover rail infrastructure between Spuyten Duyvil and Hastings-on-Hudson, including a segment used by 25,000 Metro-North riders on a typical weekday. Gov. Kathy Hochul announced the award during Climate Week. It advances a $270 million project within a broader $800 million Hudson Line resilience effort in the MTA's 2025-2029 capital plan. The contract pays for design, not completed construction; the MTA expects construction to begin in 2029. The project reaches beyond New York City into the lower Hudson Valley. The line runs along the Hudson River, with steep slopes to the east. Heavy rain can send water and debris toward the tracks, while high tides and coastal flooding threaten the shoreline side. The MTA tied the work to vulnerabilities identified in its 2024 Climate Resilience Roadmap and repair needs in its 2025-2044 Twenty-Year Needs Assessment. The announcement describes the broader effort as focused on a 20-mile stretch from Riverdale to Croton-Harmon, while the newly awarded design contract centers on the more specific Spuyten Duyvil-to-Hastings-on-Hudson segment. The $270 million project figure is the planned project scope; $19.7 million is the design award. Neither figure means the protective construction has already been finished. MTA Construction & Development President Jamie Torres Springer said the contract is a step toward safeguarding service rather than an end to the line's weather risks. Senate Majority Leader Andrea Stewart-Cousins, who helped secure that funding, said the work responds to concerns from communities that depend on the line. Hastings-on-Hudson Mayor Thomas Drake said the design award moves forward protections for riders and communities exposed to runoff and tidal flooding. The MTA has not announced a completion date for the new construction; for now, the engineering work and the expected 2029 construction start are the next stated milestones. The American Railway Engineering and Maintenance-of-Way Association (AREMA) has installed David Clark, director of construction engineering at CSX, as the association's 2026-2027 president. Clark was formally inaugurated on Sept. 16 at the conclusion of the AREMA 2026 Annual Conference and Expo in Kansas City, Missouri. As president, Clark will serve a one-year term leading AREMA, which is North America's largest association for railway engineering professionals with nearly 6,000 members, AREMA officials said in a press release. Clark has spent his entire three-decade rail-industry career at CSX and is a member of AREMA Committees 4 and 5. Clark previously has served Committee 5 as secretary, vice chair and chair. Additionally, he was on the AREMA Functional Group board of directors and the board of governors, most recently as senior vice president. STV has hired Richard Mascara and Paul Salvatore as vice presidents in its national systems practice. Their appointments come as STV continues to grow its rail and transit sector. Mascara, based in Pittsburgh, will advance STV's national strategy for communications-based train control (CBTC), signaling modernization and systems integration. He brings more than 30 years of experience leading transportation programs and deploying technologies across the transit sector. Most recently, Mascara led a major transit authority's NextGen CBTC program, STV officials said in a press release. Salvatore, based in Boston, will support the growth of STV's national rail systems practice. He brings nearly three decades of experience in rail and transit systems engineering and expertise in signaling, communications, positive train control and systems integration. Scout Robotics has added Matthew Igoe and Donald Itzkoff as strategic advisors, bringing decades of rail operations and leadership to the company. Igoe is president and chief operating officer of R. J. Corman Railroad Co.; he was previously executive vice president and chief operating officer at BNSF Railway. Itzkoff is the founder of Transport Strategies LLC and recently was chief policy officer at Patriot Rail. He also previously led global public affairs for Wabtec Corp. and served as deputy federal railroad administrator for five years.

STV Group Inc., a professional services firm that plans, designs and manages North American infrastructure projects, yesterday announced it has acquired CHAMPS Inc. The Southern California-based utility power engineering firm, which will now be known as CHAMPS, an STV Company, provides substation engineering and design services, along with engineering studies, protection, control and automation, design packages, quality assurance and construction support. The acquisition will boost STV's ability to help clients modernize their systems and meet the needs of their communities, STV officials said in a press release. STV's power capabilities include utility-coordinated grid and substation upgrades, resilient facility and campus power solutions and traction power systems for transit systems. "What really stands out about [CHAMPS'] team is the quality of the people and the trust they've built with their clients," said STV CEO Greg Kelly. "By bringing our teams together, we will deliver greater value for communities while investing in the people and capabilities that will drive our future growth." STV today also announced that David Costello has joined the firm as a vice president and program manager in its Transportation North operating group. In his new role, Costello will support transportation clients throughout the Northeast and help advance major transportation infrastructure projects, STV officials said. He brings over 30 years of experience leading transit and rail technology programs across North America, including communications-based train control systems, fare collection modernization programs, rail communications infrastructure and enterprise program management operations. L.B. Foster has appointed global logistics provider Expeditors International as its strategic distribution partner for mainland Europe, establishing a new distribution hub in Germany. The appointment builds on the companies' long-term collaboration and supports L.B. Foster's growth across the continent by streamlining project delivery and improving supply chain resilience, company officials said in a press release. The new distribution model is designed to help reduce delays and simplify customs and commercial processes, said L.B. Foster Senior Vice President, Rail, Jason Bowlin. "Strengthening our partnership with Expeditors enables us to better support our European customers by removing many of the logistical challenges that have emerged following the UK's exit from the European Union," Bowlin said.
