Requirements
  • A bachelor's degree and a minimum of 15 years of related experience.
  • Experience with contracting regulations and procurement procedures.
  • Experience with the Department of Defense Major Capability Acquisition System process.
  • Experience with various contract types, including fixed-price and cost-reimbursable contracts with and without incentive or award-fee arrangements.
  • Experience drafting and/or evaluating proposals, including negotiations.
  • Experience with the Joint Capabilities Integration and Development System process.
  • An active Department of Defense security clearance adjudicated for Sensitive Compartmented Information eligibility and enrollment in the Continuous Evaluation program, if applicable.
  • Willingness to be nominated for access to Sensitive Compartmented Information and Special Access Programs and to consent to a polygraph examination.
Responsibilities
  • Provide expert advice to the Program Manager and senior Space Force leadership regarding acquisition strategies, contracting, budgeting, and execution, and draft the necessary documentation, including ESIS, ASP, ASD, J&A, and Source Selection Strategy documents.
  • Provide contracting assistance to technical personnel developing statements of work and data-deliverable requirements for pre-award and post-award procurement actions, including SOWs, CDRLs, and incentive plans.
  • Assist with contract negotiation, price-reasonableness determinations, contract administration, and termination procedures.
  • Assist the contracting office in preparing contract modifications and supporting documentation for funding, award-fee, period-of-performance extension, and administrative modification actions.
  • Develop and coordinate overarching program-planning and execution documents prescribed by or tailored from DoDI 5000.02 and relevant Department of Defense, Air Force, and Space Systems Command policies.
  • Draft technical evaluations and serve as an advisor in source selections.
  • Provide technical and programmatic assessments of contractor designs and milestone reviews to assess progress, risks, issues, and the ability to achieve mission requirements.
  • Monitor and evaluate contractor performance for compliance with contract terms and conditions and ensure timely submission of contract deliverables.
Desired Qualifications
  • Professional certification such as PMI PMP, APDP, DAWIA, CFCM, or CPCM.
  • Experience with the Planning, Programming, Budgeting, and Execution process.
  • Experience with the Joint Capabilities Integration and Development System process.
  • Experience with the Adaptive Acquisition Framework.
  • Experience with subcontract management.
  • Experience within the National Security Space domain.
  • Experience working in a development environment and/or a U.S. Government weapons-system program office.
