About the job

Responsibilities
  • Develop and implement category strategies for assigned service categories with functional stakeholders, aligned with business objectives, growth, profitability, operational excellence, and sustainability goals.
  • Analyze historical spend trends and business drivers to forecast future requirements, sourcing activity, and budget impact.
  • Build category roadmaps covering savings, contract renewals, supplier development, risk management, and sustainability initiatives; establish sourcing strategies based on total cost of ownership, service outcomes, and contractual risk.
  • Partner with Facilities, Logistics, Recruitment, Marketing, IT, HR, Finance, and other business leaders; serve as primary procurement lead and trusted business partner for assigned functions.
  • Challenge stakeholder requirements constructively, facilitate cross-functional decisions on sourcing, supplier selection, service scopes, service-level agreements, and contract positions, and support supplier escalations, contract queries, and service performance issues.
  • Promote procurement best practice, contract discipline, and governance throughout the organisation.
  • Own the contract lifecycle for assigned spend categories, from tender and negotiation through implementation, renewal, extension, and termination.
  • Develop contracting strategies that balance commercial value, operational flexibility, service accountability, supplier performance, and business risk.
  • Lead negotiation of required agreements and act as procurement subject matter expert for commercial contract terms and conditions.
  • Evaluate and negotiate contract terms covering performance, risk allocation, compliance, business continuity, and governance; ensure contracts specify scope, deliverables, pricing schedules, payment terms, service-level agreements, key performance indicators, reporting obligations, and governance arrangements.
  • Challenge supplier-proposed contractual positions and negotiate balanced agreements that protect the business's interests.
  • Track contract expiry dates, renewal notice periods, extension options, price review mechanisms, indexation clauses, and benchmarking opportunities; proactively renegotiate contracts to improve value, reduce risk, resolve service issues, and deliver efficiencies.
  • Ensure business stakeholders understand and manage contractual commitments throughout the agreement lifecycle.
  • Develop and maintain contract templates, commercial standards, negotiation playbooks, and contract review checklists.
  • Review and interpret contractual pricing schedules, indexation mechanisms, minimum volume commitments, and termination costs.
  • Deliver cost-reduction programmes and value-added initiatives across assigned categories; use total cost of ownership and total cost analysis methods to evaluate sourcing options.
  • Support annual budget planning through cost forecasting, contract review, and market intelligence.
  • Build strategic relationships with key service providers and develop supplier segmentation and relationship management plans.
  • Conduct regular business reviews with strategic suppliers and hold them accountable to contractual obligations.
  • Establish supplier scorecards measuring cost, service, quality, responsiveness, innovation, contractual compliance, and sustainability.
  • Identify supplier opportunities for continuous improvement and innovation; manage supplier development programmes when service performance or contract compliance needs improvement.
  • Maintain supplier and category risk assessments covering contractual, commercial, financial, operational, service continuity, compliance, and reputational risks.
  • Evaluate supplier financial health, service capability, scalability, resilience, insurance levels, and business continuity arrangements; develop risk mitigation and contingency strategies for critical services.
  • Monitor market developments that could affect service continuity, capacity, or cost; support supplier audits and compliance assessments as required.
  • Ensure suppliers comply with company policies, ethical sourcing requirements, data protection obligations, and sustainability expectations.
  • Integrate sustainability objectives into category strategies, tender assessments, supplier selection, and contract requirements; support Net Zero and broader sustainability commitments.
  • Encourage suppliers to improve environmental, social, and governance performance and provide sustainability reporting; drive initiatives that reduce environmental impacts and promote responsible procurement across services spend.
  • Develop and maintain category dashboards and performance metrics; report insights on expenditure, supplier performance, contract coverage, savings delivery, renewal pipeline, and risk exposure.
  • Present recommendations and business cases to stakeholders and leadership teams; maintain accurate procurement, supplier, and contract records in company systems.
  • Identify opportunities to improve procurement processes, systems, templates, and controls; drive standardisation and procurement governance across spend categories.
  • Support digital procurement initiatives and automation opportunities and promote continuous improvement, compliance, and value creation.
  • Undertake other duties that may be required from time to time, provided they do not substantially change the general character of the post.

About the company

Ocean Optics makes compact spectroscopy hardware and related optical sensing tools. Its flagship products are miniature, portable spectrometers used to measure light across wavelengths for scientists and engineers in fields like chemical analysis, environmental monitoring, and industrial sensing. The devices work by detecting light that passes through or reflects from a sample and translating it into a spectrum—the distribution of light by wavelength—using optical components and a small detector. The company differentiates itself with a modular approach and small, affordable spectrometers that can be integrated into custom systems or handheld devices, enabling researchers to build compact spectroscopic tools rather than relying on large, expensive lab equipment. Ocean Optics' goal is to broaden access to spectral data by providing versatile, scalable sensing solutions that allow users to deploy spectroscopy across a wide range of applications and environments.

What believers are saying

  • Halma reported 16.2% photonics organic profit growth on June 11, 2026.
  • Ocean Optics launched the SR2 spectrometer on July 30, 2026, with higher speed and SNR.
  • Bioz tools drove record engagement in June 2025, strengthening inbound demand and citations.

What critics are saying

  • Edmund Optics now controls a major global channel and can squeeze margins by 2027.
  • Compact spectrometers face commoditization from Avantes, Hamamatsu, and Ocean Insight’s own resellers.
  • If Halma reallocates capital toward faster-growth photonics, Ocean Optics loses strategic priority.

What makes Ocean Optics unique

  • Ocean Optics commercialized the first miniature spectrometer and still defines portable spectroscopy.
  • Halma listed Ocean Optics across six global offices on August 26, 2026.
  • The September 22, 2025 Edmund Optics deal extends reach without building a sales force.
