Requirements
  • Experience with Java 8 or higher, JavaScript, jQuery, XML, XML Schema, SQL, Oracle databases, .NET, and C#.
  • Required IAM Level I certification, specifically CompTIA Security+.
  • Bachelor’s degree with a technical major, such as engineering or computer science; the degree may be substituted with two years of college and three to five years of related work experience.
  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and work on a computer.
Responsibilities
  • Provide engineering expertise for the design, development, implementation, and sustainment of IT solutions that enhance system performance and availability.
  • Develop, maintain, and code new or existing computer applications, software, and specialized utility programs for system modernization.
  • Analyze information and user needs to recommend and plan new applications or modifications to existing applications.
  • Analyze software requirements to determine design feasibility within time and cost constraints.
  • Compile and write program-development documentation and comments in coded instructions.
  • Confer with systems analysts, engineers, programmers, and other stakeholders to design applications and understand project limitations, capabilities, performance requirements, and interfaces.
  • Consult with engineering staff to evaluate hardware and software interfaces.
  • Develop software system testing and validation procedures, programming, and documentation.
  • Modify and maintain software to correct errors, adapt to new hardware, upgrade interfaces, and improve performance.
  • Perform integrated quality-assurance testing for security functionality and resiliency against attacks.
  • Store, retrieve, and manipulate data to analyze system capabilities and requirements.
  • Apply cybersecurity functions including encryption, access control, and identity management in accordance with cybersecurity principles and organizational requirements.
  • Identify and leverage the enterprise-wide version-control system when designing and developing secure applications.
  • Consult with customers about software-system design and maintenance.
  • Debug software using standard debugging principles.
  • Assist application teams with policies for standardizing systems, development tools, and security patches.
  • Create programs that validate and process command-line arguments, environmental variables, and input streams.
  • Develop applications that log and handle errors, exceptions, and application faults.
  • Write code in a currently supported programming language using object-oriented design, computer networking concepts and protocols, and network-security methodologies.
  • Develop documentation based on Agile best practices and organizational policies.
  • Assist with technical-tool standardization, CI/CD pipelines, and architecture views using applicable Navy security standards.
  • Automate builds, testing, and deployments within CI/CD pipelines while enforcing security, quality, and version-control standards.
  • Establish artifact-management practices for libraries, dependencies, and builds.
  • Support production outages as required.
  • Support development of release packages.
  • Create and update work items in the designated tool.
  • Participate in internal review and change boards.
  • Conduct quality audits of NAVSUP products, research causes of errors, and provide corrective actions.
Desired Qualifications
  • Technical knowledge of Navy or Department of Defense supply processes and interfaces.
  • At least three years of agile concepts and principles experience and participation in agile teams.
  • At least five years of experience with one or more of C#, .NET, .NET Core, Entity Framework, ASP.NET, PowerShell, Visual Studio, HTML, CSS, JavaScript, TypeScript, Visual Studio Code, jQuery, service-based architectures, APIs, REST, SOAP, event-driven architectures, EDI ASC X12/DLMS standards, XML CICA standards, WebLogic, Fusion Middleware, secure FTP scripting, web application development environments, Oracle 12c, SQL, PL/SQL, stored procedures, views, schemas, Kubernetes, and OCI Containers.
  • At least three years of experience with DevOps tools and practices, including CI/CD pipelines, containerization, and cloud platforms.
  • Strong knowledge of security tools and techniques, including vulnerability scanners and intrusion detection systems.
  • Ability to write automation scripts using Bash or PowerShell.
  • At least three years of knowledge and experience with cloud-native architectures and Infrastructure as Code.
  • At least one year of experience with a Platform as a Service environment such as Appian or Salesforce.
  • Strong analytical skills for assessing security risks and vulnerabilities.
  • Experience working with government and Department of Defense environments.
  • Experience with Azure DevOps, Microsoft 365 and Teams, Excel, Visio, and Outlook applications.
