Requirements
  • A bachelor's degree in Business Administration or a related field of study is required.
  • Five to eight years of experience in an academic or healthcare environment, or an equivalent combination of relevant experience and training, is required.
  • Experience with the Federal Acquisition Regulations (FAR/DFAR) is a plus.
  • Preferred certification: Certified Professional Contracts Manager (CPCM), Certified Federal Contracts Manager (CFCM), Certified Research Administrator, or Certified Professional in Supply Management (CPSM).
  • Ability to maintain strict confidentiality regarding budget issues and sensitive information.
  • Strong team-building, interpersonal, project-management, and relationship-management skills.
  • Ability to establish and maintain effective working relationships with staff, University officials, and the general public.
  • Good communication skills and a customer-service orientation.
  • Ability to read and interpret the purpose of contractual agreements, including offer, acceptance, and bargained-for transactions.
  • Comfort communicating instructions and process information to customers at all organizational levels, including executive leaders.
  • Comprehensive knowledge of government contracting and related laws, regulations, and guidelines, such as the Federal Acquisition Regulation Supplement (FARS).
  • Comprehensive knowledge of terminology related to sponsored research agreements.
  • Comprehensive knowledge of pre-award, award, and post-award contracting phases.
  • Comprehensive knowledge of accounting principles, practices, and methodologies, including grant administration and budget policies and procedures.
  • Knowledge of spreadsheet, database, word-processing, and presentation software; contract-management software; and standard office equipment and applications.
  • Ability to organize information, generate reports, and maintain contract and contract-process data in a database.
  • Knowledge of the healthcare industry and University purchasing practices, procedures, and techniques is desirable.
Responsibilities
  • Prepare contract and agreement documentation and legal drafts, ensure requirements are met, and work with the Compliance Office and Office of General Counsel to ensure appropriate language and compliance with University and Hospital policies, procedures, and federal and state laws.
  • Protect confidential and sensitive information, including patient, student, and proprietary data.
  • Coordinate with departments and serve as liaison between the University and vendors to oversee intake, review, and finalization of contracts binding the University.
  • Maintain University contracts and systems to support timely renegotiation and consistency of contract language and terms.
  • Examine contract operational scope and work with user departments to support compliance.
  • Consult with and educate management and administrative staff about contract-compliance requirements and issues.
  • Review and analyze contracts that do not require legal review, identifying language issues and concerns.
  • Coordinate issue-list reviews with management, negotiate required language changes, verify changes in final documents, and prepare correspondence needed to finalize contracts.
  • Create contract files; negotiate changes; coordinate execution of contract documents; maintain the Master Contract Filing system and Contract Management Database; monitor renewal notifications and resolve them; and scan and add finalized contracts, amendments, and insurance certificates to the database.
  • Monitor the Contracts Administration email and respond to customer inquiries professionally and promptly, no later than one business day after receipt.
  • Prepare training manuals and documentation for ongoing contracts training and update materials with current procedures.
  • Train faculty, staff, and students on legal issues in grants and contracts administration.
  • Promote adherence to the Health Sciences Compliance Program, Howard University Code of Ethics, and Health Sciences Standards of Conduct.
  • Attend annual and periodic mandatory compliance training, including HIPAA Privacy training.
  • Participate in activities promoting adherence to federal healthcare program requirements and in Health Sciences Compliance Program activities.
  • Adhere to HIPAA Privacy Policies and Procedures and maintain confidentiality of patients, families, faculty, students, and staff.
  • Perform other job-related duties assigned by the Director within assigned timeframes.
