Requirements
  • A bachelor's degree and 8+ years of professional experience associated with project management, knowledge/data management, systems engineering, or a similar field.
  • Demonstrated knowledge and skills with elements of project management, including cost, schedule, and performance.
  • Experience as part of a multidisciplinary project management team.
  • Experience supporting Department of Defense projects.
  • Familiarity with project life-cycle stages for technical projects, including technology maturation and risk reduction, engineering design, manufacturing and construction, testing and commissioning, and operations and sustainment.
  • Demonstrated experience collecting, organizing, examining, and interpreting data to support performance management, problem solution, analysis of alternatives, and decision-making.
  • Experience developing, monitoring, and improving organizational, procedural, and operational systems for effectiveness, efficiency, and conformance to established guidelines.
  • Experience participating in risk, issue, and opportunity management, including planning, identification, analysis, control, and monitoring.
  • Demonstrated experience maintaining strong relationships with customers and contractors.
  • Experience writing technical reports and briefings.
  • Familiarity with the structure of the U.S. Department of Defense and Military Services.
  • Proficiency using Microsoft Office software, including Outlook, Word, PowerPoint, Excel, Project, OneNote, SharePoint, and Teams.
  • Currently holding an active Secret security clearance.
Responsibilities
  • Work under the guidance and direction of the Project Manager and Lead Systems Engineer.
  • Work with a team of discipline engineers and project managers to achieve positive project outcomes.
  • Maintain complete awareness of project status and risks, ensuring issues and challenges are anticipated, escalated, and effectively communicated to the Project Manager.
  • Contribute to the project office knowledge management repository by documenting lessons learned, insights, and best practices.
  • Assist with planning technical and milestone reviews, including developing entry and exit criteria.
  • Communicate with stakeholders and leadership.
  • Evaluate contractor deliverables for accuracy and completeness.
  • Prepare, collate, and disseminate briefings and summary reports for the Project Lead, Government Contracting Officer's Representative, and Project Management Office for decision-making.
  • Prepare, collate, and disseminate meeting minutes for project meetings.
  • Generate and maintain processes and procedures for evaluating and monitoring technical performance with project engineering staff.
  • Prepare, collate, and disseminate monthly status reports for each project.
  • Assist the Financial Manager with documenting and disseminating spend plans, obligation, allocation, and distribution of funds, and tracking costs.
  • Contribute to long-term planning for the project office.
  • Contribute to drafting the Statement of Work, Test Capability Requirements Document, Systems Engineering Plan, and other management documents.
  • Participate in technical design reviews and meetings, including System Requirements Reviews, Preliminary Design Reviews, Critical Design Reviews, Integrated Product Team meetings, and Technical Interchange Meetings.
  • Attend and participate in Program Management Reviews and other management review meetings.
  • Follow administrative and sensitive data protection guidelines.
  • Adhere to Department of Defense and Test Resource Management Center records management requirements.
  • Travel approximately 20% of the year to performer worksites and offices to observe design, construction, commissioning, and operations activities and participate in reviews and meetings.
Desired Qualifications
  • Project Management Professional certification or equivalent.
  • Demonstrated knowledge and experience with National Archives and Records Administration and Department of Defense records management policies and procedures.
  • Knowledge and experience with Federal Acquisition Regulation and government contracting, including previous contract specialist or similar experience.
  • Finance management of contracts or projects.
  • Experience with systems engineering processes, including requirements management, risk management, technical assessment, configuration management, stakeholder requirements definition, requirements analysis, and verification and validation.
  • Familiarity with Department of Defense acquisition cybersecurity requirements.
  • Experience writing statements of work, mission objectives, and performance-based requirements.
  • Experience writing or reviewing Engineering Change Proposals, contract deliverables, contract data, baselines, and technical documents such as Systems Engineering Management Plans, Contract Work Breakdown Structures, Integrated Master Plans, Integrated Master Schedules, Test and Evaluation Master Plans or commissioning plans, Life Cycle Sustainment Plans, and Program Protection Plans.
  • Experience as a Systems Engineering and Technical Assistance team member evaluating government contractor performance.
  • Experience or familiarity with Department of Defense acquisition program Test and Evaluation, test ranges, ground testing, hypersonic wind tunnels, or other Test and Evaluation infrastructure.
  • Interest in learning about hypersonic test and evaluation concepts and infrastructure.
  • Top Secret eligibility.
