Requirements
  • A bachelor's degree in business, marketing, public relations, or community organization or development is required.
  • Knowledge of the local region and relevant partners is required.
  • At least 5 years of experience in operations or project management, including at least 3 years of workforce or Workforce Innovation and Opportunity Act experience, is required.
  • At least 5 years of experience in business, marketing, public relations, education, and/or human or workforce development services is required.
  • Knowledge of planning and organizing work standards, processes, and references to regularly assist management is required.
  • Experience hiring, recruiting, retaining staff, and managing employee relations matters is required.
  • Strong fiscal management experience involving budgets, revenue management, leveraging funds, invoice processing, and/or reconciliation is required.
  • Understanding of technical support issues related to quality assurance, data management, and reporting is required.
  • Knowledge of a human-centered approach to customer service and complaint resolution, including preventing future occurrences, is required.
  • The ability to lead a team with different working styles is required.
  • The ability to work in a fast-paced environment while remaining flexible, proactive, resourceful, efficient, and confidential is required.
  • Strong attention to detail and organizational, analytical, research, and critical-thinking skills are required.
  • Computer literacy and proficiency with Microsoft Office, including Word, Excel, and PowerPoint, training platforms, and case-management or customer-relations software applications are required.
  • Strong time-management skills to meet deadlines and work under pressure are required.
  • Excellent verbal and written communication skills are required.
  • A valid driver's license is required.
Responsibilities
  • Manage and supervise staff.
  • Oversee the administration, programs, and strategic plan.
  • Plan, implement, administer, and evaluate Workforce Innovation and Opportunity Act Title I Adult and Dislocated Worker programs and other special project grants, including RERP and HUD-CDBG, to ensure programmatic performance and compliance standards are met.
  • Apply working knowledge of workforce-development protocols, including the field, core programs, and business plans.
  • Ensure quality and integrity across workforce functions as a member of the Corporate Management Team.
  • Ensure compliance with contract requirements, policies, procedures, and program monitoring standards.
  • Monitor expenditure rates, on-track performance, disallowed costs, metrics, and performance; support and coach staff; and create service-delivery plans.
  • Conduct labor-market research and evaluation.
  • Oversee case-management, enrollment, job-search, and placement activities, including use of skill, aptitude, and value-assessment software.
  • Coordinate the planning and implementation of policies and procedures for continuous improvement and customer satisfaction.
  • Partner with the local development workforce board to address local-area needs, support growth, and build community awareness of Workforce Innovation and Opportunity Act and partner services.
  • Serve as the primary local contact and contract liaison for the funding source.
  • Lead employees in executing program initiatives and support their professional growth.
  • Develop and implement strategies that incorporate performance objectives into daily staff operations.
  • Plan and implement a quality-management model for continuous improvement and customer satisfaction.
  • Hire, train, and develop staff and ensure an appropriate application-learning process.
  • Complete required documentation and reports accurately and thoroughly.
  • Perform other duties and projects as needed.

Montgomery County, Maryland, United States, July 2026 - WorkSource Montgomery has promoted Barleh Jessica Issoufou to the position of Vice President & Chief Operating Officer, recognizing her outstanding leadership and contributions to advancing workforce development and economic opportunity across Montgomery County. In her new role, Barleh will oversee the organization's business operations, working closely with leadership and cross-functional teams to strengthen operational excellence, enhance organizational performance, and expand innovative workforce solutions that support employers, job seekers, and the broader regional economy. Prior to this promotion, Barleh served as Deputy Director, Workforce Services at WorkSource Montgomery for over three years. In this capacity, she provided strategic direction and operational leadership for workforce development programs and business engagement initiatives, driving organizational performance through data-driven decision-making, cross-sector partnerships, and innovative employment and talent development strategies. Before joining WorkSource Montgomery, Barleh spent more than four years with Career TEAM LLC, where she most recently served as Regional Director of Operations, overseeing the implementation of strategic business plans and operational delivery for Workforce Innovation and Opportunity Act (WIOA) and Temporary Assistance for Needy Families (TANF) programs across the East Coast. Simultaneously, she also served as Executive Director, providing strategic, fiscal, and operational leadership for the District of Columbia's TANF Employment Provider program and helping expand employment opportunities for underserved communities. Earlier in her career, Barleh held leadership positions with Community Purchasing Alliance as Regional Director, where she led strategic planning and innovative purchasing initiatives supporting community organizations, and with EDSI as Program Manager, managing large-scale employment and training programs serving thousands of residents annually. She began her professional journey with the New Jersey Department of Labor & Workforce Development as a Claims Examiner, and also gained valuable community development experience through internships with Volunteers of America Delaware Valley and The Center for Family Services, as well as serving as Youth Volunteer Coordinator with the American Red Cross. Barleh holds a Master of Social Work from the University of Pennsylvania, an academic foundation that has complemented her career in workforce development, community engagement, organizational leadership, and public service. With more than fifteen years of experience spanning workforce development, operations management, public sector partnerships, community engagement, and organizational leadership, Barleh is well positioned to help lead WorkSource Montgomery through its next phase of growth and impact.
