Requirements
  • Previous management experience in property management or a related field is required, generally three years; the required experience level may vary based on the property's needs.
  • Three years of HUD/Tax Credit experience.
  • Ability to read and write English fluently and perform advanced business mathematical functions.
  • Ability to communicate well with people.
  • A valid driver's license and current automobile insurance are required, and the employee must furnish a vehicle for job functions.
  • Knowledge of on-site maintenance requirements, including working with vendors and contractors.
  • Completion of in-house training in the use of RealPage OneSite is required within the first 90 days of employment.
  • Ability to work scheduled hours and any additional hours necessary to complete the job, and to serve on-call as scheduled or needed.
  • Ability to drive safely without jeopardizing residents or fellow employees.
  • Ability to enter data into a computer and generate printed reports.
  • A background and drug screen are conditions of employment.
  • A Real Estate Sales or Associate Brokers License is required where required by the state.
  • The employee must wear appropriate career apparel.
Responsibilities
  • Manage the property's day-to-day operations to meet cash-flow objectives and maximize rental income while minimizing vacancy.
  • Establish rent concessions, lease parameters, and commission schedules to meet property-owner goals.
  • Collect rent and manage daily bank deposits, rent receivables in OneSite, rent increases, miscellaneous income, collections, bad-debt write-offs, and delinquent accounts; pursue evictions in accordance with company guidelines and local laws.
  • Maintain accurate financial transaction records and validate property-system inputs, including prospect, traffic, application, lease, move-out, deposit, accounts payable, and closing-report data.
  • Produce and submit required accounting items and reports, maintain updated data and correct account codes, and complete monthly accounting close and reporting for the Regional Manager.
  • Prepare the annual property budget and business plan in accordance with Regional Manager guidelines.
  • Comply with income-restricted or affordable-housing program requirements, including applicable regulatory agreements and ongoing reporting.
  • Manage property expenses within budget guidelines, monitor costs, notify the Regional Manager of variances or recommendations, review invoices, resolve discrepancies, code accounts payable, identify cost reductions, approve budgeted expenditures, and process purchases by purchase order.
  • Maintain the site petty-cash account and submit reimbursement requests as required.
  • Initiate and issue security-deposit refund checks in accordance with applicable laws and pursue recovery of resident turnover costs.
  • Organize property operations, site files and records, tenant relations, and office management.
  • Lease or supervise apartment leasing, show units, sell property products and services, and develop and use effective telephone and in-person sales practices.
  • Review and approve rental applications in accordance with rental criteria and the company's nondiscrimination policy.
  • Train, motivate, and supervise on-site employees in leasing paperwork and techniques.
  • Develop and implement marketing strategies to increase property traffic, maintain closing ratios, and exceed occupancy goals; review marketing materials, advertisements, social programs, move-in incentives, and concessions.
  • Participate in local or neighborhood business associations and develop referral programs with neighborhood businesses as appropriate.
  • Keep current on local policy and legal changes and comply with local and federal requirements governing resident-housing operations and maintenance.
  • Maintain the property's physical condition, cleanliness, and curb appeal; inspect the property regularly for liability and aesthetic concerns and provide residents with a clean, safe, well-maintained community.
  • Supervise and direct maintenance staff and ongoing and preventative maintenance for buildings, grounds, unit interiors, and common areas.
  • Ensure vacant units are prepared within three to five days after move-out and meet or exceed local standards.
  • Train or arrange ongoing training for maintenance personnel on safety, industry updates, equipment, and product services.
  • Supervise outside vendors and subcontractors, obtain required insurance or liability documentation, and obtain Regional Manager and purchase-order approval for bids and contract work.
  • Comply with legal safety requirements, including safety programs, meetings, training, repairs, and documentation.
  • Monitor maintenance requests, ensure they are addressed on an on-call basis within 24 hours, and notify residents of repair delays.
  • Follow maintenance and purchasing directives, including purchase-order procedures, stock and inventory controls, maintenance work orders and requests, safety and loss prevention, expenditure controls, and special maintenance items.
  • Evaluate and improve services and facilities for quality, efficiency, and economy, including utilities, trash removal, air conditioning, pest control, and grounds maintenance.
  • Hire, train, and supervise all property staff and retain ultimate responsibility for employee work performance.
  • Enforce fair, nondiscriminatory employment policies and procedures and provide employee orientation and training in accordance with company policy.
  • Evaluate employee performance, complete written evaluations, and recommend salary changes, promotions, advancements, or terminations.
  • Establish work schedules, approve time-off requests, and modify schedules to ensure adequate coverage.
  • Direct employees to Human Resources for benefits support as appropriate and post and update required government and employment information under Human Resources direction.
  • Follow personnel directives in the Employee Handbook and other manuals.
  • Develop and maintain an Emergency Policies and Procedures Manual, review it at least quarterly in staff meetings, and document the reviews.
  • Conduct weekly staff meetings, gather employee input and suggestions, and set long- and short-term goals with team members.
  • Submit accurate payroll information to Human Resources according to schedule and company policies.
Desired Qualifications
  • Prior training in budget preparation and report analysis, marketing, and human resource management is preferred.
  • A college degree is suggested but not required.
