Requirements
  • Five or more years of experience conducting business analysis, including experience with complex multi-stakeholder analyses.
  • Experience performing advanced-level analytical work involving complex projects, regulatory analysis, or transformation initiatives.
  • Demonstrated experience building dynamic dashboards and leveraging data outputs to drive business recommendations.
  • Experience in a healthcare setting.
  • Experience with Power BI, SQL Server, and/or SQL Server Reporting Services is a plus.
  • Experience working with relational databases.
  • A Bachelor's degree in Health, Business, or a related field from an accredited institution.
  • Working knowledge of managed care structure and core processes.
  • Advanced knowledge of report writing and interpretation from data warehouses, applicable databases, specific report-writing tools, standardized reports, or self-service data visualization tools.
  • Advanced knowledge of data and business analysis, data presentation, spreadsheets, and data visualization capabilities.
  • Advanced knowledge of research and data analysis, drawing actionable insights from data outputs, and synthesizing information to drive results.
  • Knowledge of Microsoft Visio, PowerPoint, Word, and Excel.
  • Ability to build effective working relationships across departments and organizational levels.
  • Ability to work with management across the organization.
  • Ability to manage multiple priorities in a fast-paced, ambiguous environment.

Responsibilities
  • Lead and support cross-functional business analysis initiatives and research activities related to department business needs.
  • Support operational redesign, system implementation, compliance modernization, and process standardization initiatives.
  • Develop and define project scope, goals, and deliverables, and create and maintain comprehensive project documentation and project plans.
  • Perform gap analyses and data interpretation.
  • Manage changes to project scope, schedule, and deliverables, and communicate potential risks.
  • Maintain technical specifications for developed reports and solutions.
  • Report and escalate project statuses and barriers to management as needed.
  • Perform advanced qualitative and quantitative analyses to evaluate operational performance, regulatory impacts, financial considerations, and program effectiveness.
  • Use organizational reporting systems and maintain knowledge of the data generated by those systems.
  • Prepare ad hoc reports, charts, and data visualizations using information from standardized reports to support strategic and operational business needs.
  • Coordinate with internal stakeholders, external vendors, and regulatory partners as required.
  • Act as a liaison between business users and technical teams to resolve reporting or system issues.
  • Lead the development and guidance of cross-functional analysis approaches and provide quality oversight of others' analytical outputs.
  • Translate executive and departmental strategic objectives into actionable workplans, roadmaps, and implementation strategies.
  • Monitor and validate regulatory reporting calendars and deliverables for applicable state and federal regulatory agencies.
  • Ensure adherence to regulatory requirements, identify risks, and assess upstream and downstream impacts of policy changes on departments and processes.
  • Lead the development and production of internal and external policies, procedures, and technical guidelines.
  • Use LEAN principles to identify root causes and propose process or system solutions.
  • Lead audit analyses and related projects, ensuring effective and efficient audit execution and making judgments about objectives and scope.
  • Serve as a business lead for technology-enabled initiatives, including department management systems, reporting platforms, and data modernization efforts.
  • Define business requirements, support user acceptance testing, and collaborate with information technology and vendors to ensure solutions meet operational and regulatory needs.
  • Perform other duties required to support health plan operations and department business needs.
Desired Qualifications
  • Experience in managed care or regulated environments.
  • Experience in the operational area.
  • A Master's degree in Health, Business, or a related field from an accredited institution.
  • LEAN, Project Management Professional, Six Sigma, Change Management, or other relevant professional certifications.
