Requirements
  • A bachelor's degree in Criminal Justice, Public Administration, or a related field, or equivalent additional related experience on a year-for-year basis.
  • Six or more years of executive or senior command-level experience in a sworn law enforcement agency, or equivalent additional related education on a year-for-year basis.
  • Be a licensed Peace Officer in Texas or be able to obtain TCOLE licensure within six months.
  • Have knowledge of the role of a police department, medical services, and emergency management within a university community and Rice University, and be able to support the university's strategic plan, mission, and goals.
  • Be able to apply university parking and traffic regulations and applicable state penal laws consistently and fairly.
  • Have knowledge of federal, state, and local laws and their application to the Rice University community.
  • Be able to manage multiple priorities under stressful circumstances.
  • Have the ability to establish and maintain effective working relationships.
  • Have verbal, written, and presentation skills, and be comfortable working with leadership, faculty, staff, students, and the community.
  • Demonstrate the ability to assess complex organizations, manage crises, and communicate effectively with diverse internal and external stakeholders.
  • Be available for a variable schedule that may include holidays, nights, and weekends, and report to campus during emergencies or crises as directed.
Responsibilities
  • Develop strategic plans and solutions to administrative challenges for the Rice University Department of Public Safety.
  • Meet with university administration and campus committees to provide updates and gather insight into campus security needs.
  • Manage the public safety operational budget, including budgets for the Rice University Police Department, Rice Emergency Medical Services, and Emergency Management, while maintaining critical services and fiscal prudence.
  • Oversee law enforcement activities, patrol, and investigations, ensuring compliance with applicable laws and university policies, including the Clery Act, Title IX, and FERPA.
  • Direct staff recruitment, selection, promotion, evaluation, and accountability.
  • Improve the effectiveness and efficiency of department staffing, functions, and work processes.
  • Oversee crime investigations, evidence management, and safety-trend analysis to mitigate future risks.
  • Implement and sustain a campus policing model that prioritizes relationship-building, cultural competency, and de-escalation.
  • Develop and enforce departmental General Orders and Standard Operating Procedures aligned with national best practices and CALEA standards.
  • Provide administrative support and high-level guidance for Rice Emergency Medical Services, a student-run volunteer organization.
  • Coordinate Rice University Police Department, Rice Emergency Medical Services, and Emergency Management during medical emergencies and large-scale campus events.
  • Monitor compliance with state health protocols and ensure student providers have resources and training for advanced life support.
  • Oversee development, testing, and execution of the university's Emergency Operations Plan and Continuity of Operations Plan.
  • Advise the President's Office and Crisis Management Team during active threats, weather emergencies, and public health incidents.
  • Contribute to the design and delivery of university-wide tabletop exercises and active-threat drills.
  • Reinforce community-oriented policing, transparency, and accountability within the department.
  • Assess the organizational structure, policies, procedures, staffing, and technological resources across public safety units.
  • Address immediate high-priority issues, including personnel gaps, policy deficiencies, and training needs.
  • Perform other duties as assigned.
Desired Qualifications
  • Experience in a higher education or institutional environment.
  • A master's degree.
