Requirements
  • Must be fluent in Spanish.
  • A Bachelor of Science degree in science, engineering, construction management, or a related field is required, with 15 years of experience accepted instead of a degree.
  • Quality Assurance and Quality Control Management training and 15 years of field experience in construction and/or engineering are required.
  • Strong knowledge of applicable regulatory guidelines within the construction safety and pharmaceutical industry, with the ability to interpret complex issues and recommend courses of action.
  • Proficiency in Microsoft Office Suite is required.
  • A valid state driver’s license with an acceptable driving record is required.
  • Ability to pass a 10-panel DOT-approved drug screening test and background/security checks for on-site project access is required.
  • Ability to sit and/or stand for extended periods is required.
  • Ability to frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds is required.
  • Ability to work indoors and outdoors while exposed to the elements is required.
  • Ability to travel 50% of the time, or as necessary to complete duties, is required.
  • Ability to maintain OSHA 10 certification during employment is required; IPS will provide tools.
  • Ability to travel overnight when necessary is required.
  • Ability to perform construction field activity with limited office time is required.
  • Ability to visit client sites and adhere to their stated safety rules is required.
  • Ability to work in a safety-sensitive field position at client sites in construction, process, packaging, manufacturing, research, or other non-administrative areas is required.
  • Ability to read and understand construction documents, process flow diagrams, and electrical, instrumentation, and control diagrams is required.
Responsibilities
  • Develop, plan, manage, and administer project-specific Construction Quality Control and Quality Assurance Plans with the construction management team, contractors, and clients, including Quality Control specialists, Commissioning, Qualification and Validation personnel, and jurisdictional inspection and testing personnel or agencies.
  • Incorporate the principles, policies, procedures, and methodologies needed to deliver each project in full compliance with the appropriate contract documents into the plans.
  • Train the project team on the criteria and implementation of the plans.
  • Work with Project Executives and Project Managers to ensure sufficient qualified specialized staff are assigned to provide the knowledge and experience required to execute the plan.
  • Oversee site-related Quality Assurance and Quality Control activities, including testing, inspection, and acceptance of work; inspecting and accepting materials and equipment; identifying deficiencies and non-conformances and tracking them through resolution and acceptance; preparing and submitting quality control reports; and reviewing quality control documentation for specialty items and shop and field operations for subcontracted trades.
  • Develop special Inspection Test Plans and System Completion records for inclusion in project-specific Quality Assurance and Quality Control plans.
  • Report and publish quality reports, audits, and initiatives to the Project Manager, and review them with the project team before publication.
  • Provide risk-avoidance techniques and identify quality risks to projects and IPS.
  • Ensure Corporate Quality initiatives and goals are achieved.
  • Develop a system to compile, monitor, track, and confirm deficiencies and successes of work performed by direct-hire and subcontract work crews.
  • Evaluate testing and sampling methodologies, technologies, and equipment to confirm correct applications are implemented.
  • Review utility matrices developed to start up and commission systems and skids.
  • Direct the tracking of deficiencies, test results, and other regularly reported quality control data; manage non-conformance reporting activities and track efficiencies from identification through resolution.
  • Monitor the performance of quality control systems to ensure effectiveness and efficiency.
  • Verify that systems and equipment are constructed in accordance with approved construction documents.
  • Review plans and specifications to ensure requirements are met for each construction process.
  • Understand and apply federal, state, and local codes, policies, laws, and regulations.
  • Identify quality problems or areas for improvement and recommend solutions.
  • Inspect and evaluate subcontractor work, identify non-conformities, analyze root causes, and recommend corrective measures.
  • Assist with system walk-downs and final inspections, closeout and startup, establish system completion punch-list items, and ensure deficiencies are corrected.
  • Conduct or attend Quality Control meetings.
  • Attend pre-construction and construction meetings, note areas or topics that may present future problems or risks, and present them to the Project Manager for consultation.
  • Assist the project team in identifying Quality Assurance and Quality Control hold points that could affect project milestone dates.
  • Maintain a working knowledge of the company safety program, laws, and OSHA operating standards.
  • Implement the corporate safety culture and principles in Quality Assurance and Quality Control programs.
  • Continually improve strategies and tools for efficiently and effectively documenting, tracking, and recording compliance with contract documents.
  • Stop work when necessary to resolve non-compliant work or matters that negatively affect safety and quality.
  • Contribute to timely project closeout, including compilation and turnover of all required Quality Assurance and Quality Control documents.
Desired Qualifications
  • First Aid/CPR training is preferred.
  • Knowledge of Primavera P6 and Microsoft Project is preferred.
  • Commissioning and system startup experience is preferred.
