Requirements
  • A bachelor's degree in Civil Engineering, Engineering Technology, Construction Management, or a related field.
  • At least 5 years of experience managing civil construction or public infrastructure projects.
  • Strong understanding of civil construction, utilities, drainage, roadway, and flood control projects.
  • Experience working with local, county, or state agencies and public-sector contracts.
  • Knowledge of contract administration, public procurement, budgets, schedules, and quality assurance/quality control.
  • Ability to communicate and build relationships effectively with contractors, consultants, agencies, and stakeholders.
Responsibilities
  • Manage construction of public infrastructure projects, including water/wastewater, drainage, utilities, roadway, and flood control improvements.
  • Lead contractor coordination, construction inspection, quality assurance/quality control, and overall project delivery.
  • Administer contracts and review pay applications, change orders, schedules, and claims.
  • Partner with Fort Bend County, Harris County, City of Houston, municipal utility districts, and other public agencies.
  • Monitor budgets, schedules, project risks, and funding requirements.
  • Coordinate utilities, permitting, right-of-way, environmental requirements, and regulatory approvals.
  • Lead progress meetings and serve as a key point of contact for clients, contractors, agencies, and the public.
  • Identify challenges early and develop solutions that keep projects moving.
  • Drive successful project closeout, final inspections, documentation, and agency acceptance.
Desired Qualifications
  • Texas Professional Engineer, Certified Construction Manager, or Project Management Professional certification.
  • Experience with state- or federally funded projects.
  • Familiarity with the United States Army Corps of Engineers, Texas Commission on Environmental Quality, Occupational Safety and Health Administration, and other applicable regulatory requirements.
