Requirements
  • BA/BS degree
  • Minimum of 8 years of experience providing services and working in structured environments as a Management and Program Analyst specifically related to Transition and Economic Development and Strategic Support for specialized areas such as government policy and operational programmatic efforts related to the transition of Service members from military service to civilian life
  • U.S. citizenship
  • Must be able to use a computer to communicate via email; proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position
  • Work products shall be thorough, accurate, appropriately documented, and comply with established criteria
  • Must be able to submit to and qualify for varying levels of background investigative requirements, up to a Top Secret or DOE "Q" clearance
  • Occasional travel may be required (travel coordinated and approved in advance)
  • Location near Northern Virginia, Washington, D.C., Maryland Area
  • Background security/clearance eligibility (Facility Access Authorization)
  • Proficiency with Microsoft Office Products including Word, Excel, PowerPoint, Publisher, and Adobe

Responsibilities
  • Support requirements for Technical General Support Services related to Environmental Consulting Services (NAICS 541690), Scientific and Technical Consulting Services - Energy (NAICS 541690), and Professional Scientific Technical Consulting Services (NAICS 591690)
  • Deliver analysis and advice for management regarding the evaluation of the effectiveness and efficiency of large scale programs and operations
  • Conduct organization studies to assess and analyze current organization states and management systems
  • Perform gap analyses of differences between current and targeted states
  • Document and deliver findings and recommendations
  • Conduct surveys, focus groups, and other accepted data collection techniques for organization studies
  • Perform program planning, audits, and evaluations related to large scale programs
  • Support program analysis, strategic planning, integrated master scheduling, event planning, Congressional Affairs, metrics, Financial Management Systems, and risk management
  • Policy and regulation analysis and development related to a government agency; analyze issues, identify alternatives, develop white papers, policy review papers, policy directives and handbooks, and other analytical tasks focused on VA policy
