What believers are saying

  • The U.S. Department of Labor awarded Pact a $7 million DRC cooperative agreement in January 2026.
  • Pact won a 2026 grant for critical mineral supply chains, expanding a hot donor priority.
  • Pact’s January 2026 leadership hire, Rachel Mlinarchik, strengthens fundraising after CEO turnover.

What critics are saying

  • U.S. aid and grant-rule shifts in 2026 threaten Pact’s core funding base.
  • Pact depends on government awards; a funding lapse cuts programs and staff fast.
  • Competition from localization-first NGOs erodes Pact’s intermediary role by 2027.

What makes Pact unique

  • Pact’s 2026 DRC minerals grant ties labor reform to U.S. supply-chain security.
  • Pact pairs field implementation with policy advocacy, from TIP reauthorization to OMB grant rules.
  • Pact operates in fragile markets like Ukraine, Myanmar, and the Great Lakes region.
