Requirements
  • Approximately 10 years of construction estimating experience, specifically with federal construction contracts.
  • Previous construction management experience.
  • A bachelor's degree or equivalent experience in a related field.
  • Ability to plan, organize, and communicate with customers and stakeholders, including owners, architects, engineers, subcontractors, suppliers, and public officials.
  • A proven history of successful projects in cost, customer service, quality, safety, and schedule.
  • Working knowledge of Microsoft Office Suite, Microsoft Project, Primavera, On-Screen Takeoff, and SmartBid or other bid management software.
  • Ability to operate a computer, telephone, and other commonly used business-related items.
  • Ability to work extended hours and handle rapidly changing priorities to accomplish project goals.
  • Ability to attend and participate in meetings.
  • Ability to travel on short notice.
Responsibilities
  • Review identified business opportunities with the Estimating Manager to determine the personnel necessary to complete each estimate.
  • Ensure required bid bonds are requested timely, scopes of work have proper subcontractor support, and proposal information such as representations and certifications is prepared for submission.
  • Review estimates before submission to ensure all scopes of work are accounted for and all bid documents are included.
  • Develop a scheduling plan for each project with the respective Project Manager.
  • Oversee development of a proposal schedule for each estimate when required.
  • Assist with estimating change orders as needed.
  • Oversee coordination between cost and estimating management, schedule management personnel, and each project management team.
  • Take responsibility for the project from the decision to pursue through contract award.
  • Manage estimates totaling $25–200 million per year.
  • Participate in the analysis, deployment, implementation, and maintenance of company policies and procedures.
  • Review project progress to verify requirements are achieved and identify issues early in the project lifecycle.
  • Organize and prioritize work activities using efficient time management to meet deadlines and maintain schedules.
  • Use verbal and written communication skills to interact with employees, management, owners, architects, engineers, subcontractors, and suppliers.
  • Educate staff on company policies and procedures, including requirements and their rationale.
  • Meet established goals while ensuring accuracy and thoroughness.
  • Make timely decisions using sound and accurate judgment while keeping appropriate people informed.
  • Identify problems, gather and analyze information, and consult affected entities.
