Requirements
  • A bachelor's degree in any technical or managerial discipline is required.
  • At least 5 years of professional experience in program or project management is required.
  • Ability to communicate effectively with government representatives and clients is required.
  • Working knowledge of the Microsoft Office suite is required.
  • Experience using project management strategies, tools, technologies, and techniques to manage tasks and projects through completion is required, including Spiral Development, Waterfall, Critical Path, and Agile/Scrum.
  • Experience using Digital Terrain Models, Light Detection and Ranging, AutoCAD, ArcGIS, and other geospatial mapping tools is required.
  • Experience with Agile Scrum methodologies and applying the Scaled Agile Framework is required.
  • Experience using the In-Service Engineering Agent, Power BI, Procurement Request Tool, N-ERP System, and Product Data Reporting and Evaluating Program database is required.
  • An active Secret Clearance is required.
Responsibilities
  • Provide financial and program management support services to Naval Surface Warfare Center, Port Hueneme Division.
  • Oversee technical projects, including resource allocation, scheduling, execution, performance tracking, reporting, and project closeout.
  • Ensure efficient management of tasks and activities, alignment with goals, and necessary support and service to stakeholders.
  • Define and implement the management strategy for tasks or projects.
  • Provide continuing support during all project phases until completion.
  • Develop project plans and schedules.
  • Facilitate project execution.
  • Track and achieve milestones.
  • Perform project reporting and closeout.
  • Support overall program activities by assisting with long- and short-term plans, defining deliverables, and providing recommendations.
  • Manage technical milestones, schedules, budgets, and costs.
  • Provide Digital Terrain Model, topographical mapping, and geodatabase support.
  • Facilitate In-Service Engineering teams executing hardware engineering, software development, and installation tasks.
  • Coordinate and schedule meetings.
  • Manage and guide scrum teams.
  • Perform reporting and data visualization tasks, including designing, developing, and maintaining Power BI reports.
  • Manage project folders.
  • Collect, analyze, and interpret data.
  • Produce presentation materials, documents, and visual representations to communicate insights and findings.
  • Develop interactive dashboards.
  • Support the development and management of desk guides, Standard Operating Procedures, instructions, memos, reports, program and financial plans, and training materials.
  • Assist with continuous process improvement, business transformation, strategic planning, and quality management program efforts.
  • Track and manage various tasks.
  • Gather information and data to improve future program practices.
  • Assess and recommend methods for improving the effectiveness and efficiency of work operations and programs.
  • Manage training requests.
  • Track and manage requests through the Procurement Request Tool and purchase requisitions within the N-ERP system.
  • Inspect received materials for quality and accuracy using the Product Data Reporting and Evaluating Program database.
  • Serve as content manager for the department website and portal.
  • Organize and facilitate meetings, update schedules and calendars, and coordinate and monitor teleconferences.
  • Manage the operation of conference facilities.
