Simplify's Take

What believers are saying

  • March 2025 OASIS+ eligibility restored access to a ten-year governmentwide contract vehicle.
  • Q2Impact still reports active USAID, DoD, and CDC work across 43 countries.
  • Case studies show repeatable wins in defense knowledge portals and USAID learning activities.

What critics are saying

  • USAID dependence leaves revenue exposed as Washington reprioritizes foreign assistance in 2025-2026.
  • The 2025 OASIS+ exclusion fight exposed compliance risk around Huawei equipment and Section 889.
  • If OASIS+ task orders do not convert, Q2Impact loses a major growth engine.

What makes Q2Impact unique

  • 2022 rebrand united QED Group and Georgetown Strategy Group under CEO R. David Harden.
  • Q2Impact combines M&E, global health, organizational development, knowledge management, and innovation.
  • Its OASIS+ win and 95-country footprint validate deep federal-implementer credibility.
