Requirements
  • A bachelor's degree is required.
  • At least 3 years of overall recruiting experience is required.
  • Federal or government contract recruiting experience is required.
  • Technical recruiting experience is required.
  • Proven experience with online job boards and websites, passive candidate sourcing, and Boolean search techniques is required.
  • Demonstrated experience in technical, program management, financial, and/or corporate recruiting is required.
  • Effective negotiation and strong candidate closing skills are required.
  • Extensive knowledge of applicant tracking software applications is required.
  • Ability to develop a large, diverse, and well-qualified applicant pool using multiple approaches is required.
  • Ability to adapt, enhance, and contribute to a highly collaborative and cooperative culture is required.
Responsibilities
  • Execute the full lifecycle recruitment process across Federal Financial Management, Program Management, and Information Technology lines of business.
  • Partner with Business Development and hiring teams to understand future hiring needs, Key Personnel requirements for new proposals, pre-award staffing, and candidate competencies aligned with open positions.
  • Identify qualified talent through passive candidate identification on LinkedIn and Indeed, professional networking, employee referrals, and posted jobs.
  • Conduct in-depth prescreens to identify best-fit candidates.
  • Follow the recruitment process established in Trilogy's Lever applicant tracking system.
  • Execute offers, contingent offers, and Letters of Intent or Letters of Commitment for Key Personnel.
  • Coordinate the development of well-written job descriptions with program managers and hiring managers.
  • Coordinate and schedule interviews between candidates and the hiring team.
  • Manage and source multiple job requisitions concurrently.
  • Assess applicants' relevant knowledge, soft skills, experience, and aptitudes while progressing qualified candidates through the recruitment process.
  • Evaluate candidates fairly and ensure they meet the minimum requirements of each role.
  • Maintain timely communication with candidates being considered for current or future positions.
Desired Qualifications
  • Preference for candidates local to the Washington, DC metro area to attend ad hoc or quarterly meetings.
  • Working experience with Lever applicant tracking system.
  • Previous recruiting experience with federal healthcare agencies such as the Department of Veterans Affairs, Veterans Health Administration, Veterans Benefits Administration, Defense Health Agency, or National Institutes of Health.
  • Certified Internet Recruiter certification.
