Requirements
  • At least 12 years of relevant experience.
  • Substantial experience working in or with New York City government or comparably complex city systems, with a strong understanding of city operations, budgets, and political dynamics.
  • Deep expertise in one or more of the following areas: equitable economic development, workforce and education systems, housing and land use, public finance, criminal legal system reform, or governance innovation.
  • Demonstrated credibility with public-sector leaders, philanthropy, community-based organizations, and civic institutions.
  • Experience navigating political and stakeholder dynamics to move work from ambition to implementation.
  • Strong analytical and problem-structuring skills, with the ability to evaluate trade-offs and design actionable strategies.
  • Excellent writing and presentation skills tailored to policymakers, funders, and institutional leaders.
  • Experience engaging communities in trust-building, non-extractive ways.
  • Comfort using emerging analytical and productivity tools to support research, analysis, and deliverable development.
  • Demonstrated commitment to racial and economic justice, collaborative leadership, and public service.
Responsibilities
  • Run complex projects for clients inside and outside of government.
  • Help develop new areas of work leveraging personal background and expertise.
  • Contribute to the firm’s overall culture and impact.
  • Lead concurrent projects and manage staff and external subconsultants per engagement.
  • Work directly with organizational leaders, mayors’ offices, and agency leadership to guide strategic decision-making.
  • Lead or co-lead proposals that generate new work and expand the firm’s brand.
  • Serve as the day-to-day project lead for public-sector, philanthropic, and quasi-public clients, ensuring work is grounded in political, fiscal, and operational realities.
  • Lead complex client engagements from scoping through delivery, managing budgets, timelines, and multidisciplinary teams to produce clear, actionable recommendations.
  • Translate policy goals into executable strategies, including program design, governance frameworks, capital strategies, and implementation roadmaps.
  • Oversee rigorous analysis and deliverable production while maintaining high standards of clarity, accuracy, and usefulness for senior decision-makers.
  • Manage and mentor project teams, providing direction, feedback, and support while fostering a culture of rigor, inclusion, and respect.
  • Engage directly with senior public-sector and philanthropic leaders, supporting decision-making through structured options and implementation-focused guidance.
  • Support business development by cultivating client relationships, contributing to proposals, and identifying opportunities aligned with the Inclusive Cities practice.
  • Help define the direction and priorities of the Inclusive Cities practice, including refining methodologies, strengthening public-sector advisory capabilities, and supporting firm growth.
  • Contribute to collective knowledge, mentor junior staff, and embody the firm’s culture.

Drex Owusu joins HR&A's Board of Directors. HR&A is excited to welcome Drex Owusu to its Board of Directors. Drex is a dynamic leader at the intersection of education, economic development, and civic engagement. His experience aligns with HR&A's continued growth in Texas and its efforts to deepen the firm's leadership and impact. Drex's career reflects a consistent commitment to catalyzing economic opportunity and community development across public, private, and philanthropic sectors. As Chief Learning Officer at the Perot Museum of Nature and Science, Drex oversees the museum's educational and community outreach mission to inspire minds in North Texas through nature and science. He leads a team of nearly 50 educators and professionals serving over 260,000 students and 1 million guests annually. Prior to joining the Perot Museum, Drex served as Chief Impact Officer at The Dallas Foundation, overseeing the Foundation's grantmaking, community engagement, and civic leadership. He led efforts addressing the Foundation's community impact priorities. He worked closely with philanthropic, nonprofit, and civic leaders across Dallas and collaborated with the Foundation's donor partners to advise or direct over $70 million in annual community philanthropy. He previously served as Senior Vice President of Education & Workforce at the Dallas Regional Chamber, leading the organization's efforts to equitably grow and develop the regional education and workforce pipeline. Before that, he founded and served as CEO of Brave Capital Partners, an investment company focused on catalyzing minority communities. Drex also previously served as Managing Director and Chief of Staff at Civitas Capital Group, a private real estate investment firm, where he led the establishment of the GrowSouth Fund to invest in southern Dallas. His career has also included corporate leadership and strategy roles at FedEx Office and Accenture. Drex serves on additional boards, including Groundwork Outreach, the Dallas Development Fund, Better Block, Dallas Housing Coalition, Education is Freedom, Impact Ventures, the SMU Simmons School of Education and Human Performance, Trust for Public Land - Texas, United to Learn, and Year Up Texas. HR&A launches Unbanked America: A new platform to understand financial inclusion in the U.S. Financial inclusion - access to high-quality, low-cost, user-friendly financial services - is a fundamental building block of economic stability. Yet today, 62 million Americans are unbanked or underbanked, a figure equivalent to twice the population of Texas. The consequences are significant: lack of access to traditional banking often forces households to rely on expensive or predatory financial services, costing American families an estimated $22 billion each year and limiting their ability to build savings, manage emergencies, and plan for the future. After more than a decade of conducting banking access studies in cities and states across the country, HR&A is proud to launch Unbanked America, a first-of-its-kind, publicly accessible digital platform that brings together national, state, and demographic data on financial inclusion. This new resource makes it possible for policymakers, practitioners, community leaders, and residents to explore banking access with clarity and precision - no specialized tools or expertise required. Unbanked America allows users to examine how every state compares on unbanked and underbanked rates, track trends over time, and understand how financial exclusion relates to household status, race, ethnicity, and citizenship. Through an interactive map, longitudinal data, and accessible storytelling, the platform highlights both persistent inequities and areas of progress. For example, states like Mississippi continue to be hotspots for financial exclusion, while others have seen meaningful improvements over the last decade. Built on data from reliable national sources, including the Federal Deposit Insurance Corporation (FDIC), Unbanked America simplifies complex datasets into a unified, easy-to-use interface. For the first time, information that was previously scattered across multiple sources is available in a single place - free and open to the public. The stakes could not be higher. At a moment of growing economic uncertainty, helping Americans make the most of their money is both urgent and essential. Unbanked America equips communities with the insight needed to identify barriers, shape solutions, and advance policies that strengthen financial resilience.
