Requirements
  • A bachelor's degree in finance, economics, business administration, engineering, or a related field is required.
  • At least 5 years of experience in project finance, investment banking, or a related field is required, with expertise in non-recourse project finance and large corporate loans.
  • Strong financial, budgetary, risk, credit, and economic analysis skills are required.
  • Experience in program management support and outreach services in the energy industry is required.
  • Knowledge of energy technologies, including nuclear energy, fossil energy, transmission, energy efficiency, renewable energy, and advanced technology vehicles and manufacturing, is required.
  • The candidate must be a United States citizen.
  • The candidate must have excellent oral and written communication skills.
  • The candidate must be proficient with Microsoft Office products, including Microsoft Word, Excel, PowerPoint, and Publisher, and Adobe.
  • The candidate must be able to multitask and maintain close attention to detail.
  • The candidate must have strong organizational and time-management skills.
Responsibilities
  • Provide professional management and analytical support for the planning, administration, management, and operation of the Department of Energy's loan programs, including loan origination, due diligence, proposal evaluation and analysis, conditional commitments, loan guarantees, post-award project monitoring, portfolio management, and reporting.
  • Support technical areas related to energy technologies, including nuclear energy, fossil energy, transmission, energy efficiency, renewable energy such as solar, wind, biomass, and geothermal, and advanced technology vehicles and manufacturing.
  • Work on non-recourse project finance ranging from $100 million to $1.5 billion and corporate loans of approximately $5 billion to $8 billion, providing expertise in underwriting and monitoring these loans.
  • Collaborate with federal staff, the Contracting Officer, the Contracting Officer's Representative, technical monitors, and other designated federal employees to ensure compliance with Federal Acquisition Regulation requirements and contract terms.
  • Provide outreach services, financial training services, and information technology application support as needed.
Desired Qualifications
  • An advanced degree is preferred.
  • Familiarity with federal contracting regulations, including the Federal Acquisition Regulation, is preferred.
  • Advanced proficiency with Excel, Access, Outlook, PowerPoint, and Word is desirable.
  • Proficiency with Adobe Acrobat, data analytics tools, and Visio is desirable.
