Requirements
  • 10+ years of operations leadership, including multi-site or portfolio-level operational accountability.
  • Direct experience operating in classified or defense environments, with practical command of ICD 705 and NISPOM.
  • A track record managing senior operational leaders, including managing managers rather than only individual contributors.
  • Demonstrated P&L ownership and the judgment to translate operational decisions into financial outcomes.
  • A U.S. government Top Secret/SCI clearance, or the ability to obtain and maintain one.
  • Experience standing up or scaling a multi-site operating model in a high-growth or venture-backed company.
  • Fluency operating in a matrixed environment where functional teams are governed centrally and coordinated at the site.
  • Authorization to work in the United States.
  • U.S. citizenship.
  • Eligibility for and commitment to obtaining and maintaining a U.S. government security clearance as a condition of employment.
Responsibilities
  • Own the comprehensive customer experience delivery at the sites and ensure the product operates consistently across the portfolio.
  • Own the portfolio operational budget and aggregate site P&L, ensuring revenue and expenditures meet or beat budget with cross-functional partners.
  • Own aggregate operational performance across every site and product line.
  • Develop and manage operational metrics covering customer usage and product feedback.
  • Build and scale the site operating model so every location delivers to one consistent standard.
  • Hire, develop, and directly manage the Site Leads, setting and enforcing the standard for the role.
  • Run the operating cadence of site reviews, escalations, and performance management.
  • Mentor Site Leads and broader site teams.
  • Serve as the senior operational internal client to IT/Cyber, Security, Facilities, Growth, People, and Finance, holding their delivery accountable to site outcomes without owning their teams.
  • Own, manage, and evolve governance for internal service-level commitments, decision rights, and escalation paths between sites and functions.
  • Resolve conflicts between Site Leads and functional leaders and serve as the executive escalation point.
  • Develop, implement, and evolve standard operating procedures for each location, including site safety, hospitality, and customer-centric service.
  • Ensure Security and IT/Cyber policies and protocols set by the CSO and VP of IT/Cyber are followed at every site by employees, contractors, and visitors.
  • Represent Nooks Operations externally with defense partners, visiting government officials, and industry forums.
  • Build Nooks' credibility and advance the CIaaS category through conferences, panels, and industry associations.
  • Act as a visible operational voice for the CIaaS model to support pipeline, partnerships, and talent.
  • Translate customer and site realities into clear delivery expectations for functional teams.
  • Provide direct, timely feedback on functional delivery against customer experience standards.
  • Maintain a collaboration cadence based on frequent communication and organizational alignment.

Small Companies Can’T Access Classified Work Without A Secure Space To Work In

It’s a Catch-22 that Congress wants to alleviate.The 2024 National Defense Authorization Act includes language from both the House and Senate meant to open up existing classified work-spaces to small businesses.Building or gaining access to a government-approved secure workspace is a costly burden that adds to the already thorny problems defense startups face in getting security clearances for their employees and in getting their companies as a whole “covered” or cleared to work on classified projects.Such hurdles curb or prevent innovative, potentially war-winning technologies and ideas from being embraced and applied by the Pentagon says Andrew “Scar” Van Timmeren, vice president of government solutions for Blue Force Technologies, a small North Carolina-based business which recently secured a contract to build prototype unmanned adversary training aircraft for the Air Force.A former USAF F-22 pilot, Van Timmeren has seen the problem surface repeatedly among the cohort of defense startups traveling in the same circles as Blue Force, shutting them out of potentially meaningful contracts and contributions to national security.“It’s remarkably easy for continued contracts to go to incumbents within the cleared [classified] space because of the time and effort it takes to increase the number of new businesses that have access to cleared [workspace].”Van Timmeren cites an example wherein defense program managers are evaluating candidates to perform radar cross section survivability analysis of an aircraft. There’s already a cleared company with its own approved secure workspace. Another new firm may want to enter into that mix.
