Requirements
  • 15 years of cybersecurity or computer network defense experience, 8 years of program management experience, and 5 years managing cyber projects.
  • Experience leading large Department of Defense cybersecurity programs.
  • Experience executing Risk Management Framework and cybersecurity assessment and authorization activities.
  • Experience managing a distributed workforce.
  • Strong cost, schedule, and performance management experience.
  • Demonstrated experience supporting government agencies, customers, or contracts within federal environments, including the Intelligence Community, Department of Defense, federal civilian agencies, and military organizations.
  • A bachelor's degree in Cybersecurity, Information Technology, Engineering, Computer Science, or a related field.
  • A Secret clearance is required, with the ability to obtain a Top Secret clearance preferred.
  • U.S. citizenship is required.
Responsibilities
  • Serve as the primary contractual point of contact with the Contracting Officer, Contracting Officer's Representative, and Government Program Manager.
  • Provide executive oversight of cybersecurity assessment and authorization program execution across all task areas.
  • Direct all Risk Management Framework lifecycle activities, including categorization, control selection, implementation, assessment, authorization, and continuous monitoring.
  • Oversee enterprise cybersecurity support to Defense Health Agency Military Health System environments across continental and outside continental United States locations.
  • Lead development and execution of program management plans, staffing plans, and the performance management approach.
  • Manage execution of independent verification and validation cybersecurity activities across systems, enclaves, and sites.
  • Ensure delivery of Risk Management Framework packages, including System Security Plans, Security Assessment Plans, Security Assessment Reports, Plans of Action and Milestones, and authorization artifacts.
  • Provide governance over Security Control Assessor support activities and validation efforts.
  • Oversee cybersecurity testing, vulnerability assessment, and remediation tracking.
  • Ensure compliance with Department of Defense, Defense Health Agency, Defense Information Systems Agency, and Naval Information Warfare Center cybersecurity policies and directives.
  • Manage contractor personnel performing Risk Management Framework documentation, test execution, and assessment activities.
  • Lead program-level risk management and mitigation planning.
  • Establish program performance metrics and reporting dashboards.
  • Oversee development of cost estimates, spend plans, and labor projections.
  • Manage subcontractor performance and integration across technical teams.
  • Direct coordination with system owners, program management offices, Authorizing Officials, Security Control Assessors, and validation teams.
  • Oversee development of cybersecurity documentation, including standard operating procedures, test plans, and operational guides.
  • Ensure execution of Plans of Action and Milestones management and remediation tracking.
  • Provide executive oversight of cybersecurity toolset development and automation support.
  • Coordinate support for Defense Health Agency validation readiness reviews.
  • Oversee development of security assessment plans and execution of test events.
  • Ensure proper execution of risk assessments and residual risk analysis.
  • Lead weekly and monthly status reviews with government leadership.
  • Oversee delivery of all Contract Data Requirements List items and contract deliverables.
  • Manage program staffing, surge support, and resource allocation.
  • Coordinate travel support for on-site assessments and validation activities.
  • Ensure quality assurance and performance monitoring across all task areas.
  • Provide executive briefings to government stakeholders.
  • Ensure compliance with contract security and clearance requirements.
  • Oversee transition-in and transition-out planning.
Desired Qualifications
  • Experience in a Defense Health Agency or Military Health System environment.
  • Experience supporting Naval Information Warfare Center or Naval Information Warfare Systems Command.
  • An IAM Level III certification, such as Certified Information Systems Security Professional, Certified Information Security Manager, or CompTIA Advanced Security Practitioner.
  • Project Management Professional certification.
  • A master's degree in Cybersecurity, Information Technology, Engineering, Computer Science, or a related field.
  • The ability to obtain a Top Secret clearance.
