- A university degree in administration, computer science, or another relevant field is required.
- At least 3 years of experience in business analysis, specifically process analysis and modeling, facilitating work sessions or workshops for business requirements gathering, or reviewing business processes is required.
- At least 2 years of information technology experience is required.
- The candidate must gather and clarify the needs of internal and external clients.
- The candidate must be able to write documentation in good French.
- The candidate must be able to organize and facilitate working groups.
- The candidate must have experience with business process modeling using Business Process Model and Notation 2.0 and Visio.
- The candidate must be proficient with Microsoft 365 tools, including Word, PowerPoint, and Excel.
- Bilingual oral and written communication is required.
- Knowledge of a recognized methodology for producing business analysis deliverables is required.
- Knowledge of techniques for analyzing client and business needs is required.
- Knowledge of organizational process analysis methods is required.
- Knowledge of communication techniques is required.
- Act as a partner for client stakeholders and translate their needs.
- Contribute to strategic information systems planning.
- Collaborate on defining the business directions and objectives of projects.
- Document project scope, objectives, added value, and expected benefits.
- Produce business case deliverables, including business requirements and objectives, current and target process analysis, impact analysis, functional specifications such as use cases, and identification and evaluation of available options using recognized methods.
- Contribute to the design, execution, and supervision of comprehensive system and user test plans.
- Approve test documentation and results and communicate relevant information to stakeholders.
- Produce deliverables related to the configuration and deployment strategy of information technology solutions based on identified needs.
- Support users during solution implementation by connecting their business needs with the options offered by the information technology solution.
- Assess change-management needs and collaborate with the project team to design, plan, and execute the change-management plan.
- Contribute to knowledge transfer to ensure solutions can be operationalized.
- Contribute to developing the business analysis practice within the agency.
- A professional certification, such as the International Institute of Business Analysis Certified Business Analysis Professional certification, or a diploma in business analysis is an asset.
- Knowledge of Agile and DevOps methodologies is an asset.
- Knowledge of RESTful services, JSON, and application programming interfaces is an asset.
- Knowledge of the Business Analysis Body of Knowledge is an asset.
