Requirements
  • At least three years of professional experience supporting the installation of hardware and software products.
  • Knowledge of command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR), installation management, and advanced planning.
  • Bachelor's degree.
  • Secret security clearance.
Responsibilities
  • Provide analytical support to install hardware and software on platforms including ships, submarines, and shore sites for a United States Navy program.
  • Prepare afloat, shore, and submarine installation policies, processes, standards, and training documentation.
  • Provide installation process execution requirements and software specifications to support tool development.
  • Apply regulations and policies affecting the installation of Programs of Record and non-Programs of Record systems, including Navy Installation Process Handbooks, Naval Sea Systems Command technical specifications, Office of the Chief of Naval Operations instructions, and the Joint Fleet Maintenance Manual.
  • Review technical documentation, installation plans, and installation intentions, and provide progress status reports on significant technical and programmatic issues related to installation activities.
  • Prepare installation documentation based on reviews of installation documentation and databases.
  • Maintain installation database or tracking-system inputs and enter installation documentation, installation plans, and installation intentions into the designated repository or system.
  • Coordinate with Ship Change Document initiators and submitters, the design team, and other stakeholders to track the development and approval of Ship Change Documents, Justification/Cost Forms, Ship Alteration Records, Installation Requirements Drawings, Ship Installation Drawings, Equipment Delivery Dates, and other installation documentation.
  • Coordinate ship checks, site surveys, and equipment installation dates, and maintain the installation repository, database or tracking system, and program or project milestone schedule.
  • Provide Capability Based In-Service Engineering Agent installation support, including drafting status reports, coordinating and overseeing tests and installations, and preparing and delivering technical briefings.
  • Coordinate activities to prepare and interpret information associated with Program of Record security postures and cybersecurity tools and processes.
  • Use cybersecurity processes and tools to capture platform- and site-specific information on patch availability, delivery, and distribution for Interoperability Assurance of Validation and Security Technical Implementation Guides.
  • Implement an Installation Vulnerability Cyber Risk Management Process covering identification, analysis, mitigation planning and implementation, and tracking to manage platform and site cybersecurity vulnerabilities supporting SOVT report closeout, System of Systems Operability Test, and cyber baseline establishment activities.
  • Review Work Plan tasks in the Future Year Defense Plan to support installation.
  • Prepare installation documentation including Justification/Cost Forms, Installation Control Documents, Ship Installation Drawings, Equipment Delivery Dates, and Ship Change Documents.
  • Prepare shore-related products including Standard Plans, Test Plans, installation SOVT reports, Base Electronic System Engineering Plans, FRCB inputs, IDPs, and Site Survey Reports.
  • Provide installation management support for the assigned responsible organization to field hardware and software on new-construction ships.
  • Work with government installation activities on the East and West coasts to ensure System of Systems Operability Tests are delivered in support of installation-readiness timelines.
  • Work with program assistant program managers on budget forecasting and fiscal-year spend plans for SOVT and PICOs.
  • Manage SOVT and PICO metric dashboards for leadership tracking of progress and issues.
