Requirements
  • A bachelor's degree in Finance or Accounting is required; directly relevant experience may substitute for the education requirement on a year-for-year basis in addition to the minimum experience requirements.
  • Experience and knowledge of working within the Incident Command Framework at state or federal levels are required.
  • Experience with financial management applications is required.
  • Experience working in an Emergency Operations Center or disaster response, including at least two activations or exercises in a supervisory or key support capacity, is required.
  • The candidate must be capable of critical decision-making in a highly charged and dynamic environment.
  • Proficiency in Microsoft Office 365, particularly Excel, is required.
  • The IS-100, IS-200, ICS-300, ICS-400, IS-700, IS-800, E/G/L-0191, E/L-0958, and O-0305 training courses must be completed before requesting the task book.
  • The candidate must be at least 18 years old.
  • The candidate must be eligible to work in the United States without employer-sponsored visa sponsorship.
  • The candidate must pass the company and any applicable client background and reference checks upon receiving an offer.
  • The candidate must be willing to travel and deploy to client sites for extended periods.
  • The candidate must be able to work onsite, including mobility, prolonged sitting or standing, computer use, and repetitive lifting of up to 25 pounds.
Responsibilities
  • Oversee the Emergency Operations Center Finance desk and supervise the Purchasing, Fiscal, Travel, and Budget Units.
  • Develop staffing patterns to support State Emergency Response Team activities.
  • Track event costs with state finance offices and compile daily cost estimates.
  • Report mission costs to the State Emergency Response Team Chief and SCO, ensuring sufficient budget and federal funds.
  • Purchase necessary items for the State Emergency Response Team and secure food vendor contracts for State Emergency Operations Center meals.
  • Monitor and document personnel overtime, update request statuses, and resolve issues with the State Emergency Response Team Chief.
  • Support State Emergency Response Team demobilization with financial closeouts, attend meetings, and ensure timely completion of the Situation Report and Incident Action Plan.
  • Perform other duties as assigned.
  • Comply with workplace health and safety policies, complete required training, identify and report hazards, and take reasonable care to protect employees, clients, and communities.
Desired Qualifications
  • Five or more years of professional experience in emergency management.
  • A master's degree in Finance, Accounting, Emergency Management, or a related field.
  • Certified Public Accountant certification.
  • Proficiency with WebEOC.
  • Incident Command System position-specific certification.
