Requirements
  • 10+ years of experience performing duties described in the functional description
  • Excellent communication and interpersonal skills—verbal, non-verbal, written, and listening—for staff, customer, and organizational level communications, both formal and informal
  • Ability to perform all functional duties independently, self-starter
  • Working knowledge and use of Microsoft Office suite programs, MS Word, Excel, Access, PowerPoint, and SharePoint
  • Active Department of Defense Secret Clearance; must be eligible for access to classified information; security investigation required
  • U.S. citizenship at time of application
  • MA/MS degree; substitution options: Bachelor's degree plus two years additional work experience; or Associate’s degree plus four years additional work experience; or six years additional work experience for Master’s degree
Responsibilities
  • Examine budget estimates for completeness, accuracy, and conformance with procedures and regulations
  • Analyze budgeting and accounting reports
Desired Qualifications
  • 5 years of experience supporting Naval Air Systems Command or NAVAIR
  • 2 years’ experience within Department of the Navy (DoN)
  • Development of cost estimates, program status reports
  • Knowledge of Department of Defense Financial Management Regulations (FMR)
  • Federal Acquisition Regulation (FAR)
  • Planning, Programming, Budgeting, Execution (PPBE) process
  • 2 years’ experience with DoN procurement policies and procedures
  • Foreign Military Sales (FMS) Case documents
  • Obligation and expenditure phasing plans
  • Navy Enterprise Resources Planning (NERP)
  • Defense Security Assistance Management System (DSAMS)
  • Management Information System for International Logistics (MISIL)
  • Other DoN financial automated accounting & budgeting systems
