Job Description

ProSidian Seeks a Senior Energy Policy Analyst in CONUS/OCONUS - Washington, DC to support an engagement for an independent agency of the United States Federal Govt. that is concerned with the United States' policies regarding energy and safety in handling nuclear material. The agency has a mission to lead national efforts to modernize the electric grid; enhance security and reliability of the energy infrastructure; and facilitate recovery from disruptions to energy supply. 

The ProSidian Engagement Team Members work to provide financial, technical, analytical, modeling, project management, and communications support to meet on-going requirements within the agency.  Key workstream coverage for the ProSidian Engagement Team includes but not limited to 5.1. Budget and Financial Systems Support:  conducts budget analysis, formulation, planning, and budget execution work. 5.1.2 Human Capital Technical Support:  provide unclassified technical assistance and analytical support to the Human Capital Planning (HCP) Team by maintaining a database which utilizes information currently stored in another information management system and performing administrative duties as requested. 5.1.3 CBO Financial Reporting:  provide management support to collect, evaluate and test financial data for several annual, recurring departmental reviews such as The Federal Managers’ Financial Integrity Act (FMFIA).  5.1.4 Advanced Grid Research and Development (AGRD) – Technical and Analytical Support:  provide management and oversight support for select program areas, such as monitoring and tracking the progress of program goals, project reports and deliverables, funds costing, tracking schedule and milestone deliverables, and conducting trend analysis.  5.1.5 Transmission Permitting and Technical Assistance:  The Transmission Permitting and Technical Assistance Division (TPTA) leads the Department's efforts to provide technical assistance to States, regional entities, and tribes to help them develop and improve programs, policies, and laws that facilitate the development of reliable and affordable electricity infrastructure.

Senior Energy Policy Analyst Candidates shall work to support requirements for Program Support and primary role is to provide management and oversight support for Advanced Grid Research and Development and be requested to provide technical and/or analytical assessments of grid reliability and resilience utilizing the deployment and integration of advanced technologies.

• Collaborate and work with contractors, federal personnel, stakeholders, and other federal and government agencies.
• Conduct policy research, apply policy guidance to program planning, and prepare technical papers, presentations and briefing materials for senior DOE management covering internal departmental issues as well as other federal agency policy initiatives.
• Provide both classified and unclassified support in a number of critical areas, including international, as part of OE’s mission to enhance energy infrastructure security and reliability.
• Provide analytical expertise, conduct policy research and provide technical and financial management support to prepare drafts of critical policy statements covering such areas as: Executive Orders, Presidential Directives, Federal Regulations, draft management and implementation plans, milestone development plans, recommendations and critiques on methodologies, and relevant technologies in support of OE mission objectives.
• Provide policy analysis on relevant energy sector topics like energy security, resiliency and survivability of critical energy assets and energy infrastructure during or after an energy event.
• Manage discrete policy research projects and tasks through completion according to established budgets and level of effort, schedule, and deliverable specifications.
• Plan, execute, monitor, and complete work in accordance with the quality standards and requirements specified for all projects and tasks.
• Establish and adhere to all contractor budget and spending controls to meet all contractual deliverables, milestones and scheduled due dates.
• Assist in the review and drafting of decision papers regarding internal Departmental policy positions as well as other agency policy statements and directives.
• Write, prepare formal presentations, and provide program-level communications.

Qualifications

The Senior Energy Policy Analyst shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position.  Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.

A Master’s degree with ten years of energy policy experience. The Senior Energy Policy Analyst must have knowledge of energy policies, federal agency initiatives and exercises. Government consulting experience is preferred.

May be required to obtain a current Top Secret (TS)/DOE “Q” or TS/Q Sensitive Compartmented Information (SCI) Clearance.

TRAVEL:  Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.  LOCATION:  Work shall be conducted at the CONUS/OCONUS - Washington, DC
