- A bachelor's degree in Geography, GIS, Computer Science, IT, Engineering, or a related field.
- At least 10 years of experience supporting enterprise GIS platforms, geospatial technologies, cloud environments, or software systems.
- Demonstrated experience modernizing production applications, scripts, workflows, data-processing jobs, or automations from legacy virtual machines or server-based environments to containerized, serverless, or cloud-native architectures.
- Advanced AWS and/or Azure cloud architecture experience, including identity and access management, least-privilege design, account or subscription organization, networking concepts, production operations, security controls, cost management, backup and recovery, and compliance-oriented design.
- Hands-on experience with container and orchestration technologies such as Docker, Kubernetes, managed container services, container registries, and related continuous integration, continuous delivery, or deployment patterns.
- Experience with object storage, managed file systems, lifecycle management, automated data-management policies, production storage optimization, and governance approaches for large geospatial datasets.
- Experience with ArcGIS Enterprise, ArcGIS Online, enterprise GIS workflows, geodatabases, web services, dashboards, field/mobile data collection, and GIS interoperability with larger enterprise systems.
- Strong programming and data engineering skills using Python, SQL, R, PostgreSQL, MongoDB, Microsoft SQL Server, APIs, OpenAPI specifications, and cloud-based scripting and automation.
- Experience designing engineering standards, DevSecOps processes, observability practices, security controls, disaster recovery practices, and documentation for production SaaS or enterprise software platforms.
- Ability to produce clear technical documentation, architecture diagrams, migration plans, implementation reports, training materials, and executive-ready summaries for federal or enterprise stakeholders.
- Ability to collaborate effectively with client IT, geospatial subject-matter experts, cloud/security teams, field or operational users, and project leadership.
- Eligibility to support work requiring protection of proprietary, sensitive, or controlled information and comply with applicable client conduct, security, and background screening requirements.
- A valid driver's license, good driving record, and ability to pass a driving record background check.
- Assess legacy GIS applications, workflows, automations, and infrastructure and develop modernization strategies that improve scalability, reliability, and operational efficiency.
- Assess, migrate, and optimize GIS workflows, automations, and applications from legacy virtual machine and EC2-based environments to cloud-native, containerized, and serverless platforms using Docker, Kubernetes, and AWS services.
- Develop migration plans, validation approaches, technical documentation, and operational readiness materials that support successful implementation and long-term sustainability.
- Collaborate with GIS, application development, cloud, cybersecurity, and IT teams to ensure modernized systems meet business, security, and operational requirements.
- Evaluate enterprise geospatial storage environments and recommend solutions that improve performance, accessibility, governance, and cost efficiency.
- Design and implement cloud-based storage strategies using technologies such as Amazon S3, FSx, lifecycle management policies, and automated data governance approaches.
- Support enterprise geospatial data management practices including retention policies, metadata standards, data lifecycle management, and long-term operational planning.
- Develop documentation, training materials, and operational guidance that support ongoing administration and maintenance.
- Design and deploy cloud-native development, test, and training environments that support software evaluation, integration testing, and continuous improvement initiatives.
- Implement automation, infrastructure-as-code, and configuration management practices that maintain consistency between production and non-production environments.
- Support environment provisioning, monitoring, maintenance, documentation, and operational readiness activities.
- Provide technical leadership and mentorship to project teams on cloud architecture, GIS modernization, DevSecOps practices, automation, and operational support.
- Communicate technical concepts and recommendations to both technical and non-technical stakeholders.
- Contribute to technical planning, solution design, risk management, training, and client engagement activities.
- AWS Certified Solutions Architect – Associate or equivalent cloud certification.
- Experience architecting and operating production-grade SaaS platforms, especially GIS, AI-enabled, or workflow-automation systems.
- Experience with Agentic AI, natural-language geoprocessing workflows, GenAI contextualization, or AI-enabled tools that make geospatial data more accessible to non-GIS users.
- Experience with SOC 2-style controls, DevSecOps standards, OpenTelemetry, cloud monitoring, application performance monitoring, API gateways, identity services, or comparable technology stacks.
- Experience supporting emergency management, public safety, logistics, infrastructure, natural resources, transportation, utilities, or other mission-critical operational environments.
- Background in remote sensing, spatial statistics, ENVI, ERDAS Imagine, QGIS, TransCAD, environmental modeling, forestry, transportation, natural resources, land use/land cover change, or field data collection.

Dewberry promotes Richard Kincheloe to mid-atlantic water business unit manager. Kincheloe leading a 40-person water/wastewater team across four offices in Virginia and Maryland. 07.23.2026 Dewberry, a privately held professional services firm, has announced that Richard Kincheloe, PE, has been promoted to business unit manager for Dewberry's mid-Atlantic water group. Kincheloe is also an associate vice president. Kincheloe has 20 years of experience, including 15 years with Dewberry. He began his career with the firm in 2005 in the Richmond, Virginia, office and has held multiple technical and leadership roles supporting water and wastewater clients. Kincheloe's areas of technical expertise include utility master planning and hydraulic modeling for water and sewer infrastructure; and planning and design of water/wastewater infrastructure, collection/distribution systems evaluation, and pump station optimization. Since rejoining Dewberry in 2018, he has helped support and expand the firm's growing mid-Atlantic water practice from Dewberry's Fairfax headquarters. Jacob Owen joins Dewberry as national geotechnical lead. Owen to lead engineering and construction services for levees, dams, and coastal structures. 07.17.2026 Dewberry, a privately held professional services firm, has announced that Jacob Owen, PE, BC.GE, PMP, has joined the firm as senior associate and national geotechnical lead for levees, dams, and coastal structures. In this role, Owen will lead engineering and construction services for large-scale flood resilience projects in coastal and riverine environments and support the growth of Dewberry's risk, response, recovery, and resilience practice nationwide. He is based in the firm's Bloomfield, New Jersey, office. Owen brings over 20 years of experience in geotechnical engineering and previously served as chief civil works engineer for a national consulting firm. In this role, he led the growth of the firm's civil works practice, supporting federal clients on projects spanning dam and levee safety, flood risk management, and risk-informed engineering. Prior to this role, Owen spent 13 years as the geotechnical branch chief for U.S. Army Corps of Engineers Kansas City District, where he led a team of 55 geotechnical and civil engineers, geologists, and drill crew for civil works and military programs. Pommerenck is based in the firm's Huntsville, Alabama, office. In her new role, she will manage the firm's relationship with the U.S. Army nationally, to include the U.S. Army Corp of Engineers (USACE) and other federal clients. Pommerenck has over 25 years of experience in executive leadership, project management, engineering, and construction. Her background includes management and execution of architect-engineer contracts, specifications and criteria, control systems cyber security, operations and maintenance technical support, cost engineering, and automated systems. Jermantown Vehicle Service Center EV infrastructure project earns Fairfax County Award of Excellence. Dewberry recognized for sustainable and energy-efficient design. 06.19.2026 Dewberry, a privately held professional services firm, has announced that it has received a 2025-2026 Award of Excellence from the Fairfax County Department of Public Works and Environmental Services Building Design and Construction Division. The award recognizes the firm for its sustainable and energy-efficient design for the Jermantown Vehicle Service Center electric vehicle (EV) charging station project in Fairfax, Virginia. Dewberry's mechanical, electrical, and plumbing (MEP) practice led electrical engineering and construction administration services for EV service equipment (EVSE) design and installation. The new EV charging infrastructure supports up to 14 fleet vehicles and two public vehicles through Level 2 chargers. Installation of the charging stations aligns with the county's Community-Wide Energy and Climate Action Plan (CECAP), which aims for carbon neutrality across Fairfax County government operations by 2040 and community-wide carbon neutrality by 2050. Dewberry is now leading additional projects to support the county's transition to energy-efficient vehicle fleet operations.
