Requirements
  • 5+ years of experience in consulting and project management
  • 5+ years of experience in technical writing
  • Must be able to work independently
  • Must be able to work in a fast-paced and changing work environment
  • Must be familiar working with HTML, Adobe Creative Suite, Visio and image editing
  • Proficient on Microsoft Office (Outlook, Word, Excel, PowerPoint, Visio and Project)

  • Must be able to translate plans/policies into specific goals, tactics, action plans and deliverables
  • Bachelor’s degree in education, psychology, communications, business or related field
Responsibilities
  • Read in detail the Volunteer Recruitment And Selection Handbook; the Guide to Recruitment, Guide to Placement and Staging guidelines; and New Recruitment Technology System/Process Implementation training materials and SOPs; submit a summary status report delineating pre and post-New Recruitment Technology System/Process Implementation business processes
  • Develop and submit a Project Plan outlining work-breakdown structure, timeline, minimum standards for addressing SOPs, and overarching strategy to complete project deliverables
  • Conduct up to 10 face-to-face focus group meetings with key stakeholders
  • Rewrite the SOPs that have changed as a result of New Recruitment Technology System/Process Implementation business processes; update training materials; create a new electronic Guide to Volunteer Recruitment And Selection
  • Determine the format of the electronic guide after review of agency formats and system capabilities to store and utilize the new guide
  • Using HTML, Adobe Creative Suite, Visio and image editing software, update Federal Agency’s intranet pages to reflect updated procedural guide
  • Develop and submit a Draft version of the Guide to Volunteer Recruitment And Selection outlining the design and structure of the Guide and instructions on how to make updates and changes to intranet materials
  • Deliver the Final version of the Guide to Volunteer Recruitment And Selection
  • Deliver monthly written status reports to the Chief of Operations and as necessary
  • Conduct weekly oral status reports to the Chief of Operations and as necessary
Desired Qualifications
  • Six Sigma certification (Green Belt, Black Belt)
  • PMP Certification
  • Experience with Microsoft applications (PowerPoint, Word, Excel)
  • Degree of formal certification in organizational change management or related subject area
  • Demonstrated expertise in providing change management (preferably in the public sector)
  • Demonstrated expertise in producing and executing change management for complex IT system deployments; ability to produce effective change management plans for non-IT (strategic or operational) changes
  • Typically 3-5 or more years of experience in change management (preferred)
  • Project management certification or equivalent experience preferred
