Requirements
  • Bachelor of Science Degree in Construction Management, Construction Engineering Technology, or Related Field; or 5+ years of construction inspection experience.
  • CMIT, ACI, NICET, APWA certifications are pluses.
  • Three (3) years of experience in municipal water/wastewater projects.
  • OSHA 10 or 30 hours
  • Experience with fiber and utilities construction projects.
  • Experience working in/for municipal agencies or utility infrastructure organizations.
Responsibilities
  • Provide fiber permit inspection tasks per public agency requirements such as city and utility public companies as follows:
  • Observe, provide notification and document no parking signs in place, and a contact phone number available for the public inquires.
  • Complete an infield site visit per the 72-hour inspection request to conduct a video recording of the location in its entirety of said project phase.
  • Observe and verify clear field for micro trenching, clear pedestrians’ pathway, proper signage and barricades in place temporarily diverting pedestrians.
  • Observe, provide notification and document proper utility mark outs in place.
  • Verify 811 notification of the “Clear to Dig” ticket receipt provided directly from the Contractor.
  • Review and verify Traffic Management and Pedestrian Safety by interpretation of approved TCP drawings and accuracy of deployment in the field, any break downs in the TCP and alerting Traffic Control Management of possible flaws or breaches, digital photos of traffic and pedestrian control, compliance with ADA Rules and Regulations for open sidewalks and pathways.
  • Being Familiar and provide required coordination using GPR system for marking outs existing utilities.
  • Review the digital deemed complete U-Plan and TCP for accuracy of deployment in the field. Verify if a copy of the following is onsite with the contractor:
  • Excavation and Encroachment Policy
  • Encroachment Agreement
  • Approved U-Plan and TCP
  • Issued Permit
  • Verify compliance with ADA Rules and Regulations for open sidewalks and pathways.
  • Verify that Chambers/Fiber Access Boxes (FAB) are in the correct location per the approved drawings, depth of the chamber and finish level, safety observations and pedestrian pathways, design drainage and compaction, ground rod installation and approved tracer wire connection, secured bolted lids, environmental runoff, site restoration and final cleanup.
  • Verify the pedestrian traffic and safety, quality of lateral pathway, quality of saw cut and Fiber Access Boxes (FAB) box installation, and quality of reinstatement of surface of all Fiber Access Boxes (FAB).
  • Verify the potholing method, equipment and machines used, safety protocols, depths and location of utility, environmental runoff, and spill hazards when crews are to Pothole-to-locate. All potholes shall be covered by cones until reinstatement of the road surface is completed.
  • Verify the GPR markings, trench line is clear and free form debris, proper crew size and spotter, safety protocol and PPE gear, and trench depths during Micro Trenching.
  • Verify the potholing methods, equipment and machines, safety protocols, depth and location of utility, environmental runoff, and spill hazards for Pothole-to-Clear, lateral Pathways.
  • Verify the lateral methods, equipment and machines, safety protocols, cleanliness, and environmental runoff for Lateral Pathways.
  • Verify the trench line is clear form debris and rocks, that the micro ducts are being deployed straight and uncoiled, with large duct at the bottom of the trench, micro duct bends exceeding radius limits, correct connector installations and placement, appropriate lengths coiled in chambers and labeled, and safety protocols during the installation of Micro Duct and Tracer Wire.
  • Verify the Trace Wire is being deployed along the side of the duct, and that the ground rods are installed with the tracer wire connected, per the NESC Guidelines.
  • Verify that no micro duct bends exceeds radius limits, correct connector installations and placement, appropriate lengths of coiled in chambers and labeled, curb markers installed, and safety protocols are implemented for Lateral Mircoducts.
  • Observe the Reinstatement Sand be washed in, confirm the sand depth, compaction of the sand, and cleanup
  • Observe the equipment, ensure that all cavities and potholes are filled, quality of work, and cleanliness during the Reinstatement of Flowable Concrete Fill.
  • Observe that the proper resurfacing method is being utilized and that any additional surface restoration is completed as indicated on the plans or as necessary.
  • Verify the Softscape Restoration and Clean-up safety protocols, quality of restoration, road and site overall cleanliness.
  • Confirm all items such as blowers, vacuum trucks, removal of cones, construction signage, no parking signs, and any loose sand from reinstatement product is removed via vacuum during the Final Cleanup.
  • Verify the safety protocols, approved equipment and devices, proofed conduit correctly labeled, and testing results are recorded during the Microduct Bead Testing.
  • Observe any damage to the fiber optic real or cable, installation methods, any blockages and locations, and footage of blown fiber during the Fiber installation.
  • Observe any damage to City infrastructure including sidewalks, curbs, gutters, street, streetlights, utilities, or any other facilities and existing encroachments within the ROW.
  • Observe any damage to other entities infrastructure including utilities, cabinets, boxes, poles, or any other facilities and existing encroachments within the ROW.
  • Observe any damage to properties adjacent to the City’s ROW
  • Observe that USA marks outs will need to be removed within 2-weeks after Final Inspection.
  • Collect an updated GIS layer of said permit phase completed (for cabinet purposes) prior to signing o. on Final Inspection.
  • Work with contractor to ensure that the As-Built plan set is accurate and provide signature/initials on the final “As-Built” and permit.
  • Provide a final inspection sign o. email, including the finalized permit.
  • Verify that 2 week and 72-hour door hanger notifications to be placed to notify the public.
  • Verify that 72-hour temporary no parking signed to be placed to notify the public. Which shall have timestamped video and photos recording the construction area prior to active construction.
  • Inspect and record Contractor’s construction activities at the project site to ensure conformance to the contract documents.
  • Inspect and record Contractor’s material deliveries and field installations.
  • Materials testing coordination as specified in the contract.
  • Take measurements and maintain records of quantities and materials installed.
  • Prepare “As-Built” drawings.
  • Respond to inquiries regarding inspection as related to the project.
  • Exercise sound judgment in identifying potential problems and report any issues to immediate supervisor.
  • Work within a Project Team environment to resolve problems.
  • Perform office support work, compiling records and data for proposed and completed projects.
  • Operate motor vehicle in field.
