Responsibilities
  • Provide strategic insights and identify opportunities to improve the existing governance framework based on regulatory developments and business needs.
  • Influence management and hiring departments by providing strategic recommendations based on consultant market data, workforce analytics, and organizational priorities.
  • Lead the design, implementation, and continuous optimization of a centralized consultant database to maintain accurate, accessible, and secure workforce information.
  • Develop dashboards and reports covering the consultant pipeline, vendor performance, workforce trends, contract status, and key performance indicators.
  • Identify automation opportunities and streamline manual processes to improve the consultant lifecycle and governance framework.
  • Propose and present the annual consultant budget to management, monitor execution status, and communicate with departments about potential budget execution issues.
  • Analyze, evaluate, develop, and maintain the Bank's consultant needs by reviewing job descriptions, managing budget allocation, and presenting reports to management.
  • Perform full-cycle consultant management, including resume screening, staffing-agency liaison, interview coordination and participation, contract administration assistance, background checks, and onboarding.
  • Manage relationships with internal and external stakeholders, including management, hiring departments, and staffing agencies.
  • Conduct market research on contractor-market trends, consultant hiring practices, contractor budgets, and vendor performance.
  • Conduct regular vendor performance reviews and identify opportunities to improve service quality and cost effectiveness.
  • Review and negotiate contracts with vendors.
  • Develop and enhance policies, procedures, and the governance framework for consultant management.
  • Maintain accurate consultant records, contracts, and documentation.
  • Monitor consultant contract durations and coordinate renewals, extensions, or terminations proactively.
  • Lead consultant offboarding and exit management, including contract closure, knowledge transfer, system-access deactivation, and documentation, while partnering with Employee Relations when applicable.
  • Stay abreast of legal updates and advise on relevant policies and procedures.
  • Follow all internal policies and procedures within the Bank's risk framework.
  • Escalate potential violations of internal policies and procedures or local, state, and federal laws.
  • Ensure consultant engagements comply with organizational policies, employment regulations, and contractual obligations.
  • Support periodic audits by providing documentary evidence.
  • Support and provide input on risk assessments.
  • Participate in or lead departmental and Bank-wide ad hoc projects.
  • Assist in other human resources segments as needed.
Desired Qualifications
  • A master's degree is preferred.
  • Recruitment experience is highly preferred.
  • Bilingual ability in Mandarin is highly preferred.
  • Data analytics skills are highly preferred.
