Requirements
  • Considerable knowledge of roadway, structure, traffic engineering, construction methods, procedures, practices, plans, specifications, and contracts.
  • Knowledge of VDOT Road and Bridge Specifications, Road and Bridge Standards, Construction Manual, Inspector Manual, and Manual for Uniform Traffic Control Devices.
  • Knowledge of materials and their performance, as well as environmental, legal, and safety responsibilities related to transportation facility construction.
  • Ability to use survey, nuclear density, and materials testing equipment.
  • Functional computer skills, including familiarity with Microsoft Office suite software and the Department's construction management software systems.
  • Ability to conduct constructability and bidability reviews, and cost and schedule analysis.
  • Ability to supervise and manage employee work groups.
  • Ability to interpret roadway and bridge plans, specifications, and contracts.
  • Ability to prepare technical, financial, administrative, and explanatory correspondence.
  • Proficient task and time management.
  • Experience managing moderately complex construction projects.
  • Minimum of 4 years of experience.
  • Experience appropriate to the proposed classification in managing highway construction projects.
Responsibilities
  • Manage construction and inspection activities throughout all project phases to ensure quality in accordance with plans and specifications and provide a quality transportation system for the traveling public.
  • Manage assigned project elements to ensure contractor compliance with plans and contract documents, including project personnel, inspection, materials quality control and quality assurance testing, project documentation, budget and schedule, and contract administration under the direction of the Area Construction Engineer.
  • Provide support on assigned project elements to the Owner’s Engineer or designee.
  • Provide consultation, investigations, evaluations, and written documentation as assigned by the Owner’s Engineer or designee.
  • Analyze and interpret project plans, contract language, and specifications to ensure project constructability.
  • Identify design errors for the Owner and determine their impact on the Owner and Contractor.
  • Review project documentation and records for compliance with Owner requirements and direct changes or corrections when needed.
  • Recommend partial and final contractor payments.
  • Monitor project budgets and schedules and recommend adjustments to the Owner’s Engineer.
  • Supervise and manage project staff, including reviewing others’ work products for compliance with Department requirements.
  • Conduct pre-construction conferences, utility coordination meetings, construction progress meetings, and other conferences and meetings.
  • Write project management correspondence and review recommendations made by project staff.
  • Recommend resolutions to field construction problems and design changes.
  • Prepare and review work orders, and perform analyses including independent detailed construction estimates and Time Impact Analysis.
  • Coordinate with the project design group, materials, environmental, traffic engineering, right of way, the public, and other parties as needed to meet contract schedules and requirements.
Desired Qualifications
  • 8+ years of experience.
  • A Bachelor of Science degree in Civil Engineering or an engineering-related field from an ABET-accredited university.
  • Certified Construction Manager (CCM).
