Requirements
  • At least 6–8 years of experience in transmission planning or economic modeling using PROMOD, Encompass, Plexos, Gridview, Dayzer, Aurora, or other market simulation tools.
  • Proficiency in transmission system planning, transmission construction, and transmission operations.
  • Experience with detailed economic modeling of transmission networks, thermal generators, and renewable generators, as well as wholesale power markets and congestion analytics.
  • Ability to establish strong working relationships with utilities, independent system operators, and industry representatives.
  • Proficiency in public speaking, presentation, explaining complex technical topics, and writing technical reports.
  • Strong collaboration and problem-solving skills, with a solid understanding of transmission shift factors, statistics, probabilistic analysis, and advanced engineering principles.
  • Proficiency with all Microsoft Office suite programs.
  • Current authorization to work full-time for any U.S. employer without requiring employment visa sponsorship now or in the future.
Responsibilities
  • Support the Transmission group with strategic and tactical plan development.
  • Provide advice and recommendations on critical transmission issues related to potential commercial power transactions, planning issues, and real-time operational issues.
  • Keep abreast of developments across the power and renewables industry.
  • Perform quantitative research, econometric analysis, and forecasting on power and fuel markets using internal models, and contribute to the company’s market analytics platform, including Zonal, Long Term Capacity Expansion, and Nodal models.
  • Run Security-Constrained Economic Dispatch analysis for operating and development projects, including ad hoc sensitivity analyses, and provide guidance and support to Development and Commercial groups.
  • Develop and refine process controls and quality assurance methods to benchmark and validate power system and Security-Constrained Economic Dispatch models, including Dayzer and PROMOD, and ensure model accuracy.
  • Manage and maintain power system modeling information databases.
  • Train others in the use of Security-Constrained Economic Dispatch tools, including PROMOD, Encompass, and Dayzer, and supporting software.
  • Support tax equity and cash equity transactions on congestion and curtailment matters arising during financing transactions.
  • Identify transmission solutions for reliability or economic constraints in various planning regions.
  • Testify before regulatory agencies regarding transmission and interconnection matters.
  • Represent Leeward and maintain relationships with assigned utilities, independent system operators, industry groups, regulators, and other stakeholders on transmission and interconnection issues.
  • Participate in stakeholder forums concerning grid-connected renewable resources and provide leadership on issues related to Leeward project development.
  • Support Government Affairs in developing renewable resource policies.
  • Assist and support Transmission Interconnection and Network staff as needed.
  • Prepare and submit interconnection requests.
  • Coordinate with external consultants supporting Leeward’s efforts.
  • Oversee utility interconnection studies to ensure they are reasonable and timely.
  • Negotiate utility interconnection agreements, affected system agreements, and engineering and procurement agreements.
  • Develop and negotiate business arrangements to remove obstacles to project interconnections and reduce interconnection costs.
  • Travel 20% of the time.
Desired Qualifications
  • Working knowledge of databases including Microsoft Access, MySQL, and SQL Server.
  • Working knowledge of automation scripting, including Visual Basic, VB.NET, and Python, for developing automation modules.
