About the Job

Requirements

  • A minimum of 2 years of experience in high-voltage Protection and Control testing and commissioning.
  • Experience commissioning substations from 12.5 kV through 765 kV is preferred.
  • Experience with SEL, GE, ABB, Siemens, Westinghouse, or equivalent relay platforms.
  • A bachelor's degree in Electrical Engineering or Electrical Technology, an associate degree in Electrical Technology, or related field experience is preferred.
  • OSHA 30 certification is preferred.
  • Knowledge of the National Electrical Code and OSHA Electrical Safe Work Practices is preferred.
  • First Aid/CPR certification is preferred.
  • Familiarity with NERC CIP requirements is preferred.
  • Must pass a satisfactory background and motor vehicle record check.
  • Must pass a pre-employment, post-accident, reasonable suspicion, and/or random drug test.
  • Proficiency in Microsoft Word and Excel for documentation, reporting, and data tracking.
  • Ability to safely work around energized electrical equipment and mechanical hazards, and in operational substations and construction environments.
  • Ability to lift up to 50 pounds.
  • Ability to travel, work overtime, and work outage schedules as required.
  • Ability to work in outdoor weather and environments with noise, vibration, heat, dust, oil, grease, and energized equipment.

Responsibilities

  • Independently execute relay protection testing using Doble, Omicron, RTS, SEL AcSELerator, GE Enervista, and equivalent testing platforms.
  • Test and validate line, transformer, bus, feeder, breaker failure, reclosing, and transfer trip protection schemes, with Lead oversight on complex configurations.
  • Perform and validate current and potential transformer testing, including ratio, polarity, phasing, saturation characteristics, and single-point grounding verification.
  • Execute relay input/output testing, analog-to-digital metering checks, and individual element pickup and timing tests, and determine pass/fail results accurately.
  • Interpret relay logic, phasors, event reports, and oscillography to identify abnormal conditions and communicate findings to the Lead.
  • Apply knowledge of alternating-current/direct-current power system fundamentals and complex power calculations, symmetrical components and relay element operation, protection zones and coordination philosophy, instrument transformer behavior and application, and overcurrent, differential, impedance, and breaker failure protection applications.
  • Read, interpret, and navigate one-line, three-line, schematic, wiring, logic, and cable schedule diagrams, and panel layouts.
  • Identify station phasing and equipment orientation from any location in the substation.
  • Support switching activities and outage coordination independently; prepare projects through final pre-energization readiness, with Lead oversight before actual energization.
  • Treat each testing scope as a system validation exercise rather than an isolated component check.
  • Engage with advanced internal training and apply the learning to field assignments and commissioning scopes.
  • Develop test, isolation, energization, and commissioning plans, Human Performance mitigation plans, and job hazard analyses independently for assigned scopes, ensuring documents reflect the full protection scheme and operational risk profile.
  • Review complete drawing packages before testing to identify design inconsistencies, relay logic concerns, and drawing errors for escalation.
  • Ensure testing complies with utility standards, NETA practices, IEEE guidance, and client-specific commissioning requirements, and own standard compliance for assigned scopes.
  • Maintain complete and accurate test records, redlines, and daily reports; support the Lead in reviewing results for operational correctness before client turnover.
  • Study complex protection schemes, SCADA integration, IEC 61850/GOOSE communications, and advanced relay platforms to develop system-level knowledge.
  • Seek exposure to project coordination, energization planning, and scope management under Lead mentorship in preparation for project ownership.
  • Contribute to continuous improvement of Protection and Control procedures and field standards.
  • Mentor Test Engineer II team members on protection testing techniques, drawing interpretation, relay logic, and independent field judgment.
  • Mentor Test Engineers on equipment identification, test set operation, documentation practices, and safe work execution.
  • Tailor coaching to individuals' career levels, supporting Test Engineer readiness for Test Engineer II and Test Engineer II readiness for senior-level independence.
  • Reinforce safe work practices, Human Performance tool use, and verification culture through role modeling and direct feedback.
  • Provide constructive feedback to junior team members and communicate development observations to the Lead.
  • Contribute to a learning environment that encourages questions, treats mistakes as learning opportunities, and supports technical growth.
  • Support the Lead in monitoring scope changes and communicating field impacts.
  • Maintain and promote a safety-first culture.
  • Follow Lock Out/Tag Out procedures and switching boundaries.
  • Use Human Performance Improvement tools to minimize operational risk.
  • Verify live-dead-live conditions and establish safe isolation boundaries.
  • Lead daily safety discussions, job hazard analysis reviews, and pre-job briefs.
  • Maintain compliance with OSHA, NERC CIP, utility requirements, and internal standards.
  • Support investigation and mitigation of operational or safety events when required.
  • Perform additional responsibilities and tasks as needed to support organizational goals and evolving business needs.

Desired Qualifications

  • Experience commissioning substations from 12.5 kV through 765 kV.
  • A bachelor's degree in Electrical Engineering or Electrical Technology, an associate degree in Electrical Technology, or related field experience.
  • OSHA 30 certification.
  • Knowledge of the National Electrical Code and OSHA Electrical Safe Work Practices.
  • First Aid/CPR certification.
  • Familiarity with NERC CIP requirements.

About the Company

POWERX

Non-invasive sensors monitor and reduce energy

PowerX develops a home energy management system called the PowerX Energy Suite that uses non-invasive sensors to monitor water, electricity, and gas in real time. PowerX Water attaches to water heaters and main lines to measure flow and detect leaks, while PowerX Electricity clamps onto the circuit box to identify each appliance's energy signature; data go to a central hub and the PowerX Terra AI platform. The AI learns household patterns, provides personalized savings tips, can automate actions like adjusting a water heater, and alerts users to leaks or inefficiencies. The system installs without plumbing or wiring changes and is sold directly to homeowners with a claim of about six months ROI, aiming to lower utility bills and carbon footprint.
