Requirements
  • A minimum of five years of relevant construction and/or engineering work experience in construction management, preferably aligned to civil, environmental, and site-sensitive construction.
  • Experience supporting active construction environments, including vertical construction, building rehabilitation, and facility system upgrades involving heating, ventilation, and air conditioning, electrical, and plumbing systems.
  • Proven proficiency in project documentation, reporting, and stakeholder communication.
  • A four-year bachelor's degree in Engineering, Construction Technology, Construction Management, or another related field.
  • Proficiency in evaluating detailed cost estimates and contractor proposals, including breakdowns of labor, equipment, materials, overhead, and profit.
  • Skill in identifying, defining, and documenting scope changes due to owner direction or differing site conditions.
  • Experience supporting or conducting technical negotiations with contractors, including scope, cost components, and terms.
  • Ability to interpret construction schedules and accurately assess and document project progress.
  • Ability to review and evaluate payment requests against completed work and contractual milestones.
  • Relevant experience on projects involving similar scope of work.
  • Written and verbal communication, problem-solving, and conflict-resolution skills.
  • Strong computer and technology literacy using personal computers and mobile devices.
  • Knowledge of Microsoft Suite, including Microsoft Project, Adobe Acrobat, and other software typically used for construction projects.
  • A valid driver's license.
  • Ability to multitask and prioritize in a fast-paced work environment on large, complex construction projects.
  • Ability to walk or climb daily to observe contract performance.
  • Ability to physically operate a motor vehicle without danger to self or others.
Responsibilities
  • Provide technical assistance and support to the Contracting Officer during construction.
  • Read, interpret, and understand construction contract plans and specifications.
  • Arrange, attend, and facilitate project meetings, including weekly site meetings, progress meetings, safety meetings, inspections, negotiations, and internal government meetings.
  • Document project meetings and prepare meeting minutes within required timeframes.
  • Perform on-site inspections, including mock-up, preparatory, initial, follow-up, and post-construction inspections, and document findings with photographs, descriptions, and reports.
  • Document issues encountered and problems experienced with the construction contractor.
  • Review contractor baseline and progress schedules.
  • Draft project-related correspondence for National Park Service review and issuance.
  • Inspect construction contractor work for progress, workmanship, quality, and conformance with contract documents, applicable building codes, and safety standards.
  • Review, analyze, and assist in preparing cost estimates.
  • Review and process construction contractor requests for information and assist with resolution, response drafting, tracking, and follow-up.
Desired Qualifications
  • Experience working on federally funded projects or within historic and environmentally sensitive sites.
  • Strong communication and reporting skills, with a track record of timely coordination with Architecture/Engineering teams and National Park Service Contracting Officer’s Representatives to support quality control objectives.
  • OSHA 30 construction safety training.
