Requirements
  • A bachelor's degree, five years of experience in counseling or a related field, two years of experience working with youth, and supervisory experience are required.

  • Willingness to provide periodic on-call support is required.
Responsibilities
  • Implement comprehensive case management protocols to help each student acclimate to the Job Corps program and develop short- and long-term career goals.
  • Supervise assigned staff and coordinate their activities, providing training to other staff as needed to support quality student case management and career services.
  • Ensure comprehensive academic, occupational, and social assessments are conducted for each student to inform tailored services and instruction.
  • Develop and monitor referral procedures connecting students with internal and external resources, including mental health, substance abuse, and assault prevention services, as well as personal and career counseling.
  • Develop and implement a counseling program that assigns counselor caseloads consistent with guidelines and provides regular, structured, documented career and personal counseling sessions.
  • Maintain counselor schedules to provide counseling services during days, evenings, weekends, and on-call periods for 24-hour, seven-day coverage.
  • Provide on-call support as warranted and maintain collaborative communication among counseling services, center staff, and community-based organizations.
  • Establish protocols for maintaining student counseling files and ensuring personal counseling records remain confidential.
  • Oversee documentation of case management services in Center Information System Case Notes and audit a monthly sample for ongoing PRH compliance.
  • Ensure private student information is kept in confidential counseling files rather than Case Notes.
  • Establish and monitor counselor-led group support sessions addressing issues such as relationships, childcare, abuse, healthy living, and cultural barriers.
  • Establish and maintain protocols for sharing progress information about minors with their parents or guardians to support program completion.
  • Oversee the Center's Evaluation of Student Progress program and ensure regular student evaluations by an interdepartmental career management team in compliance with the PRH.
  • Monitor the Center's career transition readiness program and ensure students projected for completion are assessed and prepared with job-search skills and strategies.
  • Establish and monitor protocols for students to request personal leave in collaboration with the Center Records and Data Integrity department.
  • Establish and monitor protocols to identify students in unauthorized-absence duty status, oversee daily efforts to locate them, and assist their return to the Center.
  • Monitor the department budget and maintain applicable spending limits.
  • Use information systems and handle student data in accordance with Job Corps and Chugach policies to protect personally identifiable information and reduce network security threats.
  • Manage the counseling, career preparation, and career readiness functions.
  • Direct career counselors in planning, coordinating, developing, and implementing individual and group counseling programs for students in conjunction with industry teams.
  • Ensure effective career preparation and career readiness programming compliant with MyPACE and additional Department of Labor requirements.
Desired Qualifications
  • A master's degree and four years of supervisory experience are preferred.
