Requirements
  • A bachelor's degree with 2–5 years of experience, or commensurate experience.
  • Secret clearance.

  • Demonstrated experience performing instructional systems design, curriculum development, or training development.

  • Ability to work effectively with instructional designers, software developers, multimedia developers, Government personnel, and subject-matter experts.

  • Ability to obtain and maintain the required Public Trust access necessary to access Navy networks and training systems.
Responsibilities
  • Lead front-end instructional design activities and work directly with Government subject-matter experts to transform technical information and training requirements into structured, effective instructional content.
  • Conduct front-end instructional analysis to identify training requirements, performance needs, content requirements, and appropriate instructional approaches.
  • Analyze source documentation, existing curriculum, technical materials, and subject-matter-expert input to support development and revision of Navy training products.
  • Develop, review, revise, and map learning objectives to applicable training requirements.
  • Write clear, technically accurate instructional scripts for interactive and web-based training.
  • Develop detailed storyboards communicating instructional content, learner interactions, graphics, animations, media, navigation, assessments, and developer instructions.
  • Collaborate directly with Government subject-matter experts to validate technical accuracy and instructional content.
  • Facilitate subject-matter-expert reviews and incorporate adjudicated feedback into instructional products.
  • Ensure instructional products conform to applicable NAVEDTRA standards and Government requirements.
  • Apply instructional design principles, adult-learning concepts, and systematic instructional-development methodologies.
  • Organize technical information into logical, learner-centered instructional sequences.
  • Design instructional interactions, practice opportunities, knowledge checks, and assessment strategies.
  • Collaborate with multimedia and technical developers throughout the development lifecycle.
  • Review developed multimedia products against approved storyboards to ensure instructional intent has been accurately implemented.
  • Participate in internal peer reviews, quality-assurance reviews, Government reviews, and product-validation activities.
  • Revise instructional materials based on Government, subject-matter-expert, quality-assurance, and testing feedback.
  • Maintain traceability among source requirements, learning objectives, instructional content, and assessments.
  • Support production schedules and ensure assigned instructional products are completed in accordance with project milestones.
Desired Qualifications
  • Previous experience developing training for the U.S. Navy, Department of Defense, or another Federal Government organization.
  • Working knowledge of NAVEDTRA curriculum and training-development standards.
  • Experience developing Interactive Multimedia Instruction or web-based training.
  • Experience writing detailed storyboards for implementation in tools such as Adobe Captivate.
  • Familiarity with SCORM-compliant training and Learning Management Systems.
  • Experience developing knowledge checks, assessments, and other instructional evaluation instruments.
  • Familiarity with formal Government curriculum review, quality-assurance, and acceptance processes.
  • Experience working within multidisciplinary teams consisting of subject-matter experts, instructional designers, multimedia developers, programmers, and Government stakeholders.
