Requirements
  • A bachelor's degree in emergency management, public administration, social work, human services, public health, business, or a related field; relevant additional experience may be considered in lieu of a degree.
  • At least 7 years of progressively responsible experience in emergency management, disaster response or recovery, human services, humanitarian operations, mass care, housing, or Individual Assistance.
  • At least 3 years of experience leading projects, programs, workstreams, or operational teams.
  • Demonstrated experience supporting disaster survivors and coordinating with state, local, tribal, territorial, federal, nonprofit, faith-based, community, or private-sector partners.
  • At least 3 years of experience developing operational plans, procedures, reports, briefings, or other client deliverables.
  • At least 3 years of experience contributing to proposals, capture activities, client development, or growth initiatives.
  • At least 3 years of experience deploying to or working in incident, emergency operations, disaster recovery, or similarly time-sensitive environments.
  • Advanced knowledge of Individual Assistance, mass care, housing, human services, and survivor-support operations.
  • Working knowledge of Federal Emergency Management Agency programs, the National Response Framework, Emergency Support Function 6, the National Incident Management System, and incident management structures.
  • Ability to lead field teams and manage projects, schedules, budgets, risks, deliverables, and client expectations.
  • Strong facilitation, technical writing, briefing, analysis, and executive communication skills.
  • Ability to design accessible, equitable, survivor-centered programs and turn complex information into practical recommendations.
  • Strong relationship-building, business development, proposal, and collaborative problem-solving skills.
  • Ability to remain organized and solutions-oriented during extended or rapidly changing disaster operations.
  • Proficiency with Microsoft Office and common project management, collaboration, reporting, and customer relationship management platforms.
  • Must be at least 18 years of age.
  • Eligibility to work in the United States without employer-sponsored visa sponsorship is required.
  • Must pass company and applicable client background and reference checks.
  • Up to 50% travel is required, including willingness to travel and deploy to client sites for extended periods.
  • Ability to work in office, home, and field environments, including outdoors in adverse weather conditions.
  • Ability to manipulate up to 25 pounds repetitively throughout the day and as needed.
Responsibilities
  • Lead response and recovery assignments involving Individual Assistance, mass care, housing, human services, and survivor support.
  • Serve as a subject matter expert, project manager, program coordinator, task lead, or field operations lead.
  • Translate client and incident priorities into work plans, staffing, schedules, deliverables, and performance measures.
  • Mobilize and supervise field teams while monitoring operations, quality, risks, budgets, documentation, and corrective actions.
  • Provide technical and operational guidance on Federal Emergency Management Agency Individual Assistance and related survivor-service programs.
  • Plan and coordinate mass care, emergency assistance, temporary housing, case management, and other human services.
  • Advise clients on program design, eligibility, workflows, documentation, quality assurance, and service coordination.
  • Use a survivor-centered approach to address access, equity, privacy, resource gaps, and emerging needs with community partners.
  • Build trusted client relationships and advise on preparedness, response, recovery, and human services operations.
  • Facilitate planning sessions, briefings, stakeholder meetings, training, exercises, and executive updates.
  • Develop and review plans, procedures, reports, assessments, and recommendations for technical accuracy and usability.
  • Manage priorities, quality, deliverables, and lessons learned in fast-changing environments.
  • Identify client needs, opportunities, and partnerships that grow the Individual Assistance and human services portfolio.
  • Develop relationships and advance qualified opportunities through the business development pipeline and capture process.
  • Serve as a technical writer, reviewer, and subject matter contributor for proposals, qualifications, and scopes of work.
  • Represent the company in client and industry forums and coordinate growth activities with operational and corporate teams.
  • Manage operational functions as an advanced-level subject matter expert, with overall responsibility for projects of any size.
  • Supervise and direct the work of others, prioritizing resources and workloads and providing guidance and mentorship.
  • Formulate business goals, plans, and strategy.
  • Manage complex portions of projects, organize project teams, prioritize tasks, and recommend resource allocation.
  • Lead and directly engage with clients at conferences, networking events, information sessions, and speaking engagements.
  • Coordinate with staff, local, state, federal, and regional organizations, and the public.
  • Manage and nurture key client relationships to support satisfaction and repeat business.
  • Review, evaluate, and respond to proposals and data calls; support marketing materials and capabilities statements.
  • Identify and pursue opportunities to expand current client contracts or enter into new contracts.
  • Organize, coordinate staff, and lead training events and information sessions.
  • Perform quality-control reviews of work performed by consultants and client-provided documents.
  • Maintain compliance with applicable state and federal policies, procedures, and guidance documents.
  • Support or co-lead relief efforts and organize responses during disasters and emergency activations.
  • Comply with workplace health and safety policies, complete required training, identify and report hazards, and protect the safety of colleagues, clients, and communities.
Desired Qualifications
  • An advanced degree, relevant professional credentials, or 10 or more years of experience in emergency management, disaster recovery, humanitarian operations, human services, or a related field.
  • Direct higher-level experience implementing or advising on Federal Emergency Management Agency Individual Assistance, mass care, housing, case management, and other survivor-service programs.
  • Experience managing complex consulting engagements, contracts, budgets, subcontractors, dispersed teams, and public-sector procurement or proposal development.
  • Established relationships across the emergency management, human services, humanitarian, or disaster recovery community.
  • Experience identifying client needs, opportunities, and partnerships to grow a business services portfolio.
