Requirements
  • Consecutive employment in a position with comparable responsibilities within the past five years.
  • Must be able to use a computer to communicate via email.
  • Proficient in Microsoft Office Products Word Excel PowerPoint and related tools and technology required for the position.
  • Ability to work with large databases and data mining tools.
  • Ability to work with Research Analyst II & III to conduct relevant analyses.
  • Ability to identify regional differences in crop yield, marketing, and risk factors.
  • GS-10 Equivalent: Bachelor degree in a quantitative discipline (examples include computer science, statistics, data science, economics, mathematics, geography, plant biology, crop science, agronomy).
  • 1-3 years of experience with demonstrated understanding of relational databases, descriptive and predictive statistics, survey administration and data collection.
  • Experience leveraging time series, geospatial, weather, agricultural, or trading/price-discovery data a plus.
  • Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed.
  • U.S. Citizenship Required.
  • Excellent oral and written communication skills.
  • ProSidian staff must be determined eligible for a Facility Access Authorization by the U.S. Government security office.
Responsibilities
  • Support requirements for PR0001 Program Support and Develop and conduct survey research on insured and uninsured producers.
  • Utilize data analytics to communicate regional differences in program policy and recommendations for improvement.
  • Conduct secondary analysis of data to calculate the probability of and costs associated with production and marketing of the crop, patterns of loss and regional differences, and adequacy of the premium rates relative to insurance experience.
  • Summarize the results to design and price insurance policies.
  • Create an evaluation and recommendation for the Onion Crop Insurance Program and Pilot Removal Option.
  • Create statistical summaries to provide a scope of the crop program and each region (insured liability to total crop value, total liability, loss ratios, among others).
  • Determine if there are discrepancies between policy provisions, procedures, current practices, and technology in the industry, and identify policy vulnerabilities and weaknesses.
  • Perform an independent evaluation of the prices established for the insured commodity.
  • Prepare statistical summaries of county average yields.
  • Work with Industry Research, Insurance Experience, Policy Content and Structure, Rating Sufficiency and Analysis, Pricing Analysis, and Plan of Insurance tasks.
Desired Qualifications
  • Experience in project management in the agricultural insurance field for private companies and/or governments.
  • Experience leveraging time series, geospatial, weather, agricultural, or trading/price-discovery data.
  • Advanced proficiency with Excel, Access, Outlook, PowerPoint and Word, and proficiency with Adobe Acrobat, data analytic tools, and Visio.
