Requirements
  • A Master's degree in Social Work or Mental Health Counseling from an accredited college or university and three years of related work experience assessing the physical, mental, social, and economic needs of a diverse population, including at least two years of social work case management or similar experience and experience supervising others.
  • Alternatively, at least 10 years of experience in co-response and direct service delivery, including crisis management, in lieu of the Master's degree and current Utah licensure requirement.
  • Current licensure with the State of Utah as a Licensed Clinical Social Worker or Clinical Mental Health Counselor.
  • A valid state driver's license or Utah driving privilege card.
  • The ability to work independently, take initiative, and collaborate as part of a team.
  • Strong evaluation skills, professional written and verbal communication skills, interpersonal skills, and active listening skills.
  • Successful completion of a pre-hire physical fitness assessment for Fire Department positions.
Responsibilities
  • Evaluate community needs while leading social work program development, implementation, monitoring, and analysis.
  • Direct, oversee, and evaluate the department's social work program addressing homelessness, mental health, and substance abuse issues.
  • Supervise social workers, Social Work Managers in the police department, case workers, and support staff, ensuring performance standards and accountability.
  • Perform ongoing assessments of departmental and community needs and apply evidence-based practices to improve program outcomes.
  • Serve as liaison with community organizations, government agencies, and advisory groups.
  • Facilitate internal and external meetings with service providers, City officials, advisory groups, citizens, and government agencies.
  • Gather data, perform data analysis, and develop comprehensive information packages.
  • Develop and monitor budgets, approve expenditures, and oversee state and local grant funding.
  • Create and implement program regulations, policies, and schedules and ensure adherence to applicable rules and agreements.
  • Deliver assessments, treatment plans, crisis counseling, therapy, case management, and referrals for individuals and families impacted by crime or social challenges, consistent with licensure and scope of practice.
  • Collaborate with healthcare professionals and community resources to provide holistic care and effective case management.
  • Maintain accurate records, reports, and mental health assessments consistent with licensure and scope of practice.
  • Provide expert testimony and serve as a court liaison when required.
  • Address employee grievances and disciplinary issues and partner with leadership to align processes with organizational mission and values.
  • Operate a city-owned vehicle when required.
Desired Qualifications
  • Experience working collaboratively with multiple community organizations, including law enforcement, Road Home, Family Justice Center, schools, hospitals, and Volunteers of America.
  • Fluency in oral and written Spanish communication.
  • Experience conducting community-based needs assessments.
  • Mental Health Officer Certification.
