  • At least 15 years of experience delivering major capital projects, including at least 5 years as a Project Director or equivalent senior delivery lead.
  • End-to-end delivery experience on at least one hyperscale or colocation data centre, semiconductor fab or OSAT, or advanced-manufacturing facility with cleanroom and process utilities.
  • Experience as a client-side PMC or Owner’s Representative and/or with a tier-one contractor, under FIDIC or comparable international contract forms.
  • Deep knowledge of MEPF systems, testing and commissioning, and operational handover for mission-critical facilities.
  • Fluent English, written and spoken.
  • Prior delivery experience in Vietnam or Southeast Asia, and understanding of local permitting, authority, and supply-chain dynamics.
  • Credible, composed, and decisive leadership that builds trust at all levels and leads by example on safety and integrity.
  • Strategic thinking, hands-on understanding of site delivery, structured governance, and commercial astuteness.
  • Cultural agility to bridge international client expectations with local delivery realities.
  • Strong team spirit, a positive mindset, and commitment to integrity.

Responsibilities

  • Lead senior relationships with client executives, regional and global engineering and construction leadership, investors, and key partners; act as Turner & Townsend’s accountable lead on the commission.
  • Advise on delivery and procurement strategies, contract strategy, and the Vietnamese regulatory pathway, including investment registration, environmental impact assessment, construction permitting, fire safety approvals, and grid connection.
  • Present at steering committees and board level, translating technical and commercial complexity into clear options and recommendations.
  • Be accountable for end-to-end delivery of projects typically valued at USD 50 million to USD 500 million or more, often multi-phase and fast-track.
  • Establish the project governance framework, including the Project Execution Plan, stage gates, delegations of authority, reporting, risk management, and change management, aligned to client and company standards.
  • Own the integrated master schedule and critical path, including global supply chains for long-lead equipment and logistics into Vietnam.
  • Oversee budget, contingency, cash flow, change, claims, and final accounts with the Cost Management team; drive value engineering and dispute avoidance.
  • Provide senior technical oversight of power, cooling, and life-safety systems, including redundancy strategies, Uptime Institute Tier III/IV and TIA-942 principles, liquid cooling, and high-density white space.
  • For semiconductor and advanced-manufacturing projects, oversee cleanroom delivery, vibration and electromagnetic interference criteria, ultra-pure water, bulk and specialty gases, chemicals, process exhaust, tool hook-up, and SEMI S2 and environmental, health, and safety requirements.
  • Lead the testing and commissioning strategy, commissioning-agent interface, utility energisation, and operational readiness to ensure seamless handover to operations.
  • Provide visible health, safety, and environment leadership on sites with large peak workforces, embedding client global standards alongside Vietnamese labour-safety law and driving a zero-harm culture.
  • Champion quality, sustainability, and environmental, social, and governance outcomes, including energy efficiency, power usage effectiveness, water use, LEED or LOTUS, and embodied carbon.
  • Build, lead, and develop high-performing multidisciplinary teams of international and Vietnamese professionals; mentor future leaders and strengthen succession.
  • Support business development, bids, and client account growth across mission-critical and advanced-manufacturing sectors, and contribute to company thought leadership in Vietnam and the region.

Desired Qualifications

  • An MEPF background is strongly preferred.
  • International experience is strongly preferred; expatriate professionals and overseas Vietnamese returning to Vietnam with significant project leadership experience in established markets are particularly encouraged to apply.
  • Vietnamese language proficiency is an advantage but is not essential.
  • Chartered or professional status such as CEng, PE, MRICS, or MCIOB, and/or PMP.
  • Uptime Institute ATD or AOS credentials, or similar credentials.
