- Knowledge of supervisory practices and principles.
- Knowledge of water utility operations, including policies, procedures, and ordinances.
- Knowledge of specifications for all meter sizes and metering sites, metering functions, and related terminology.
- Skill in maintaining and repairing water meters.
- Skill in communicating policies and procedures.
- Skill in quickly diagnosing malfunctioning meters and determining resolutions.
- Ability to understand and visualize combined metering scenarios.
- Ability to lift or exert forces equivalent to lifting up to 50 pounds.
- Ability to work in confined spaces and under extreme weather conditions.
- Ability to respond on a scheduled on-call basis and work extended periods under emergency assignments.
- Ability to operate equipment including a personal computer, calculator, two-way radio, jackhammer, port-a-power winch, and acetylene torch.
- High school diploma or GED.
- At least five years of experience in a municipal water distribution and wastewater collection system or privately owned utility operation.
- Class A Texas Commercial Driver's License with tanker endorsement.
- Class III TCEQ Wastewater Collection System Operator License.
- Class C TCEQ Water Distribution Operator License and ability to obtain a Class B license within six months.
- Successful completion of a criminal background check, safety-sensitive Department of Transportation screening, motor vehicle review, human performance evaluation, and physical evaluation.
- Coordinate crew activities daily to complete assigned work orders.
- Lead crews in repairing, replacing, and adjusting small to medium-sized water meters and assist with tasks involving large meters.
- Assign daily lock-offs.
- Monitor workload through EnQuesta Link to ensure work is addressed within department timelines.
- Perform meter accuracy testing, pressure and flow testing, and installation or replacement of meter vaults.
- Conduct preventative maintenance services and scheduled aged-meter replacements.
- Investigate service connection problems and resolve customer complaints.
- Perform chlorine residual testing, resize service connections, and assist Meter Reading with safe access to metering sites.
- Assist other meter service workers with difficult tasks as directed.
- Perform emergency repairs and preventative services on water and wastewater infrastructure, including water mains, water services, water taps, fire hydrants, valves, sewer mains, sewer services, manholes, and cleanouts.
- Knowledge of meter programming.
- Knowledge of EnQuesta.
- Knowledge of billing cycle operations.
- Knowledge of computerized maintenance management systems or other software used for scheduling, inventory management, asset management, and work order tracking.
