Job Description

This service supports with relevant Government, Public Sector and Infrastructure (Nuclear and Environmental) Sector experience (functional area experience also ideal) Sector clients and ProSidian Team Members (# FTe’s: 1) work as part of the Engagement Team Cadre to to support requirements for The Department of Energy (DOE), Hanford Site, Waste Treatment and Immobilization Project (WTP) Commissioning, Maintenance and Operations Division (COD)

Provide oversight of contractor efforts for Instrumentation and Control (I&C), electrical, software, and digital component and system testing for startup and commissioning of the WTP Low-Activity Waste Vitrification Facility and supporting systems.  This oversight will be through assessments, surveillances, daily oversight reports, design reviews and other oversight functions to ensure compliance with established criteria, sound engineering principles, and professional practices.

Coordinate oversight performed with multiple organizations and disciplines to ensure operability, quality, and safety of systems and components.

Communicate status of startup and commissioning activities to DOE-ORP management (i.e., brief management on technical issues and options for resolution, to facilitate decision making).

Have significant experience in the field of I&C Test Engineering, specifically: experience with software, analog and digital systems, computer logic, software quality assurance program (SQAP), and cybersecurity.

Provide technical advice and consultation to a multidisciplinary group of professional and technical personnel engaged in carrying out the WTP project.

Be responsible for making critical assessments and decisions for I&C or digital systems as to the nature of technical problems, program requirements, and risks encountered in the startup and commissioning of the WTP.

Perform I&C, electrical, software, and digital technical review of contractors engaged in startup engineering for adequacy and reliability to ensure compliance with established criteria and sound engineering principles and to identify omissions, discrepancies, inadequacies, and nonconformance with approved criteria.

Consult with engineers in other organizational units, private firms, DOE Headquarters, regulators, and stakeholders to assist in identification and resolution of conflicts and recommend corrective actions to prevent delays and facilitate completion of work; and

Assessment report and technical report writing

Startup and Commissioning Testing Support Consultant - GSSC Candidates shall work to support requirements for PR0093B FY22-SB101 Mechanical Systems Engineering Startup and Commissioning Testing Support Consultant Swim Lanes and

DELIVERABLES

• Oversight of test procedure preparation, conduct of testing, and test results.
• Technical reports.
• Following-up on issues, adverse conditions, and other areas of concern.
• Participation in weekly coordination meetings.
• Documenting oversight to identify compliance deviations and improvement opportunities that were observed in accordance with ORP management system procedures.
• Participation on Integrated Project Teams (IPT) as requested.

Oversee, Coordinate, and Review Start-Up and Commissioning technical products for I&C, electrical, software, and digital components/systems including:

1. Component and System Requirements.
2. Safety, Risk Reduction, and Reliability Designs.
3. Startup Technical Instructions (STIs).
4. Conduct of testing program documents and test procedures; and
5. Technical Requirements.

Deliverables shall be accomplished in accordance with ORP procedures and directions provided by the COD Director.  All deliverables will be processed through the COD Project Lead prior to internal and/or external publication and availability.

Qualifications

The Startup and Commissioning Testing Support Consultant - GSSC shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position.    

QUALIFICATION REQUIREMENTS

Education – BS/BA degree in engineering, science, or business management, or alternatively, an accredited high school certificate plus 8 years of specialized experience in engineering, science, or business management, in addition to the requisite experience. MS/MA or PhD degree in a relevant field is considered to be 2 and 5 years of experience, respectively.

Experience – Fourteen (14) years of directly applicable experience as a senior executive or consultant interfacing and working with organizational executives and senior management, or senior technical or business individuals, in government or industry on strategic, management, technical, or business issues. Professional career that demonstrates a steady progression of promotions and positions assuming greater responsibility.

Significant I&C, electrical, software, digital, and testing experience directly interfacing with client senior management.

Knowledge of DOE program and project management practices, policies, and procedures.

Excellent writing and communication skills.

Experience in supporting I&C and digital test programs and projects with analysis, tracking, monitoring, assessment, review and coordination.

Extensive experience using MS Word, MS PowerPoint, MS Excel and other MS Office tools.

The ProSidian Startup and Commissioning Testing Support Consultant shall maintain proficiencies in the following via periodic training:

1.  HGET
2.  WTP Site access
3.  DOE Startup Engineer qualification
4.  WTP site qualifications including LO/TO if necessary; and
5.  Roadworker training at a level to allow full facility access once the training is required.

• Significant experience with Startup and Commissioning testing performance in a chemical and/or nuclear facility.
• Experience with I&C – analog and digital system loop checks for calibration, including computer logic, HMI displays, and software quality assurance program.
• Comprehensive, professional knowledge of engineering principles and fundamentals.
• Experience with oversight of instrumentation/control system work and testing of I&C, software, digital, and electrical systems; and
• Must be a U.S. citizen.
• U.S.  Citizenship Required - You must be a United States Citizen
• Excellent oral and written communication skills (This employer participates in the e-Verify program)
• Proficient with Microsoft Office Products (Microsoft Word, Excel, PowerPoint, Publisher, & Adobe)
• All ProSidian staff must be determined eligible for a “Facility Access Authorization” (also referred to as an “Employment Authorization”) by the USG’s designated Security Office.

TRAVEL:  Occasional travel may be required to attend meetings, events, site visits, or other training requirements.  Travel is coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.  LOCATION:  Work shall be conducted at or in proximity to The Hanford Eastern Washington (Tri-Cities - Kennewick | Pasco | Richland) Area.
