Requirements
  • Possession of a baccalaureate degree from an accredited college or university.
  • Verifiable professional human resources work experience in one or more of the following areas may substitute for up to two years of the required education on a year-for-year basis: recruitment and selection; classification and compensation; employee and/or labor relations; benefits administration; human resources operations; diversity, equity, and inclusion; and personnel training. (One year of experience will be considered equivalent to 30 semester or 45 quarter units of college coursework.)
Responsibilities
  • Recruitment and Examinations Analysts: prepare candidate friendly job advertisements, process job applications, and construct, administer, and score examinations.
  • Classification and Compensation Analysts: conduct field or desk audits of the work performed by City staff, recommend changes to class specifications to reflect current job requirements, and conduct and evaluate wage surveys.
  • Employee and/or Labor Relations Analysts: negotiate resolutions to grievances, investigate complaints of serious employee misconduct, and confer with employees, department leadership, and labor representatives about how best to apply employment regulations.
  • Benefits Administration Analysts: create, manage, and update the City’s employee benefits program, such as managing health insurance, retirement accounts, vacations, paid time off, and parental leave.
  • Human Resources Operations Analysts: process new hires through interviews and onboarding activities, facilitate employee transfers, separate employees through layoffs when necessary, and administer fair and consistent employee discipline.
  • Diversity, Equity, and Inclusion Analysts: develop employee resources and training, lead diversity recruitment efforts, coach management, mediate workplace conflict, and create and monitor DEI benchmarks.
  • Personnel Training Analysts: lead training about supervision and leadership, conduct team building workshops and career development programs, and consult with managers on training and organizational development projects.
